A RESOLUTION: AMENDING THE FY 2008-2012 CAPITAL IMPROVEMENT
PROGRAM FOR AIRPORT PROJECTS TO ACCELERATE LAND
ACQUISITION AT THE NORTH END OF THE RUNWAY AND THE
SOUTHWEST END OF THE RUNWAY TO IMPROVE SAFETY, AND
TO DEFER THE SOUTH APRON EXPANSION PHASE II PROJECT
FOR FUTURE FUNDING
WHEREAS, the Federal Aviation Administration (FAA) has issued a conditional approval
of the Airport Layout Plan on May 11, 2007 indicating future consideration of FAA funding would
be for property acquisition to improve safety at the Leesburg Executive Airport; and
WHEREAS, the FY 2008-2012 Capital Improvement Program includes the Land
Acquisition-North RPZ project scheduled to begin in FY 2009 and the Land Acquisition-Airport
Expansion Southwest End of Airport project scheduled to begin in 2012; and
WHEREAS, the FY 2008-2012 Capital Improvements Program needs to be amended to
meet FAA safety and funding priorities; and
WHEREAS, accelerating the Land Acquisition - North RPZ from FY 2009 to FY 2008,
accelerating the Land Acquisition - Southwest End of Airport from FY 2011 to FY 2008 and
moving the Apron Expansion Phase II project from FY 2008 to Future Funds Required will address
FAA safety and funding priorities.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia, the FY
2008-2012 CIP is hereby amended as follows:
SECTION I. The start of the Land Acquisition - North RPZ project (11501) is hereby
moved to FY 2008 from FY 2009.

SECTION II. The start of the Land Acquisition - South West End of Airport project
(09501) is hereby moved to FY 2008 from FY 2012.
SECTION III. The South Apron Expansion Phase II project (08502) is hereby moved to
Future Funds Required from FY 2008.
