MEETING MINUTES
JANUARY 18, 2OO8, 8:30 A.M., ORLEANS TOWN HALL .

Bob Duncanson called the meeting to order at 8:30am. Meeting Minutes from September 28, 2007 were
approved.
In the interest of time, Bob asked to modify the agenda to forgo regular work group reports, and make any
necessary updates and announcements at the beginning of the meeting, and then proceed to a discussion of the
RMP update.
Announcements/LJ pdates
• Ted Keon reported that the contract from the US Army Corp of Engineers for the work to be done by John
Ramsey at Applied Coastal has hit a snag. Although John completed the data collection needed to update
the hydrodynamic model, the USACE has included additional tasks in his scope, which may not be covered
in the budget. This still needs to be resolved. Ted has communicated to USACE the priority of the
hydrodynamic work over the other tasks in the scope. This hopefully will be resolved soon and John would
then be able to turn around the analysis within 90 days, including the water quality modeling.
~ Chris Miller reported that Brewster is developing an application for a water protection DCPC that would
encompass the Brewster portion of the Pleasant Bay watershed. The purpose of the DCPC is to protect
drinking water supplies. Almost the town's entire share of the watershed is in a Zone 2. He indicated the
Selectmen would be taking up the application at their next meeting. Carole said that she had been in touch
with the Town Manager who asked if the Alliance would be in support. Bob asked if there was conceptual
support for the DCPC among TRC members, given that so few details were available. Carole suggested that
the Alliance might ask the Board to stress estuarine water quality protection as well as drinking water
supply protection. It was the consensus of the members present to convey to the Steering Committee
conceptual support for the DCPC with a reference to estuarine water protection.
Review of Draft RMP Update
The rest of the meeting was achapter-by-chapter review of the draft RMP update. Several editorial and
substantive changes were noted for inclusion. Carole reported that the draft will be out for public comment in
early February, and that a public meeting would be held in early March. Approval of the plan and authorization
to renew the memorandum of Agreement forming the Alliance will be on the warrant at all four towns' annual
Town Meetings.
