'`'' i..W N The Coordinator presented the following items: An update on the status of the CCWPC grants was provided. The fertilizer solicitation has been cancelled, and the project has been re-scoped in three phases. For the first phase, a letter has been sent to Dr. Martin Petrovic at Cornell University to invite his proposal to conduct a literature search and recommend an appropriate leaching rate for local soil conditions. Regarding the Muddy Creek solicitation, the Selection Committee's recommendation is to cancel the solicitation. This is due to the fact that none of the proposals fiilly add,•essed the scope of work within the allotted. budget. The Selection Committee was impressed with SMAST's approach to the resources assessment component of the project, but there proposal was significantly over budget. They suggested that negotiations be undertaken with SMAST to see if they might be able to proceed with the project with a smaller budget. It was moved and seconded to recommend to Bill Hinchey that the solicitation be cancelled. Three towns voted in favor and one against (Orleans/Judith). It was then moved and seconded to recommend that the Selection Committee begin discussions with SMAST to see if a workable project scope and budget could be decided. The following comments were incorporated in the motion: underscore that this study is an evaluation of the dike related impacts and not a study to justify the project; and • consider separating out the permitting and cost allocation tasks as a separate project phase that would be pursued based on the outcome of the resource assessment. The vote on this motion was unanimous. Carole indicated that she had spoken with Andrew Gottlieb to bring him up to date on the developments and to ask if re-allocating the amounts between the grants might be possible. Andrew said that he did not see a problem with that but needed to run it by the CCWPC. Carole will send him a written request prior to the March 27`~ Executive committee meeting, and then would likely bring it to the full collaborative in early April. It was noted that the Cape Cod Commission will hold a public hearing on the acceptance of the Brewster DCPC, and it was agreed that a letter of support from the Ailiattce would be submitted. Carole and Jane met with the Chatham conservation commission to review the freshwater dock guidelines,. Many good comments were offered and these will be taken up by the wetlands work group. The public comment meeting for the plan update is on Thursday March 6`h. Very few comments have been submitted to date. The plan will be presented at the Chatham Selectmen's meeting on March 25`}'. The contract issues with the Army Corp of Engineers appear to have been resolved, enabling applied coastal to proceed with the hydrodynamic model update and water quality modeling scenarios.
