HomeMy Public PortalAbout02-26-2013 BFO committee report_201303041025380897Town of Watertown Committee of the Budget & Fiscal Oversight Meeting: February 25, 2013 Report: February 26, 2013 The Committee convened at 7 pm on Monday, February 25, 2013 in the 3rd Floor Louis Andrews Conference Room. Present at the meeting were Vincent Piccirilli, chair; Angeline Kounelis, vice -chair; Cecilia Lenk, secretary; Town Manager Michael Driscoll; Town Auditor Thomas Tracy; Treasurer/Collector Phyllis Marshall; Director of Community Development & Planning Steven Magoon; Director of School Business Services Jack Loughran; and Director of School Facilities Jay Francione. The purpose of the meetings was to review the Town's FY2014-FY2018 Capital Improvement Program (CIP). At the March 26 Town Council meeting, the Committee will present a full report of the meetings held on February 11, February 25 and March 4. However, one school -related issue was discussed on February 25th that is time sensitive and is thus being reported on tonight. On page 4 of the CIP submitted the Town Manager, under the heading Fiscal Year 2013 Transfer of Funds, it states that the intention was to have the Town Council transfer funds from previously appropriated monies to purchase the flooring system for high school graduation at Victory Field. There is currently a $42,433 balance remaining from the $3,000,000 in capital funds previously appropriated for the Victory Field project. The cost of the flooring system is $25,000. Because there is a 60 day lead time for the product, the Manager felt it prudent to order it by March 1st to insure it is ready in time for the June 7, 2013 graduation. Councilor Lenk moved that the Committee make a conceptual recommendation to the Town Council to transfer a portion of the leftover Victory Field capital project funds to purchase the Victory Field flooring system. The Committee voted 2 to 1 with Councilor Kounelis voting no. Councilor Kounelis stated that the need for the flooring system was something that should have been presented as an additional cost before the Victory Field project was presented to the Town Council for approval, and that the fundraising effort was disappointing.
