A RESOLUTION: A WARDING THE AIRPORT SOUTH APRON DEVELOPMENT
PHASE I CONSTRUCTION CONTRACT
WHEREAS, the Airport South Apron Development Phase I project is an approved capital
project in the FY 2008-2012 CIP; and
WHEREAS, in response to a public solicitation for the construction bids of the Airport
South Apron Development Phase I project, the Town received four bids on July 6, 2007, from the
following firms:
. Tessa Construction & Tech Company, LLC
$1,278,500.00
. Chemung Contracting Corporation
$1,297,215.50
. Finley Asphalt and Sealing
$1,423,240.00
. Cube Construction Corporation
$1,562,919.70; and
WHEREAS, the bids were evaluated by the Director of the Department of Capital Projects
Management and the Chief Purchasing Officer in accordance with the Town's Purchasing Policy;
and
WHEREAS, Tessa Construction & Tech Company, LLC was determined to be the lowest
responsive and responsible bidder; and
WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and

WHEREAS, the Federal Aviation Administration (FAA) and the Virginia Department of
Aviation (DOA V) grants provide 98 percent of the funding; and
WHEREAS, the Town of Leesburg is required to provide a two percent match in funding;
and
WHEREAS, the combination of grants and Town money provide sufficient funding to
award this contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
Tessa Construction & Tech Company, LLC in the amount of$1,278,500.00 for the construction of
this project.
