A RESOLUTION:
AUTHORIZING TALBERT & BRIGHT'S TASK #1 FOR THE AIRPORT
CONSTRUCTION MANAGEMENT CONTINUING SERVICES CONTRACT
WHEREAS, the Airport has a number of construction projects funded in the next one to three years; and
WHEREAS, Talbert & Bright was selected for the Airport's Construction Management Continuing
Services Contract; and
WHEREAS, this is a one-year contract that is renewable for up to two additional one-year terms; and
WHEREAS, the first task to be assigned to Talbert & Bright is the South Apron Development Phase I; and
WHEREAS, the proposed cost for Task #1 is $179,505.50; and
WHEREAS, since federal funding is involved in a majority of airport projects federal procurement
polices are followed; and
WHEREAS, the Virginia Public Procurement Act (VPPA) sets limits of $100,000 per task and an
aggregate contract value per year of $500,000; and
WHEREAS, the VPP A dollar value limits may only be applied to projects that do not have federal
funding; and
WHEREAS, the FAA requires an independent fee review on project tasks that exceed $100,000; and
WHEREAS, the FAA and DOA V have concurred with the cost proposal for this task; and
WHEREAS, the funding for the project comes from an FAA and DOA V grant with a 2% Town-funded
match; and
WHEREAS, no additional funding is needed to authorize Task # 1 to Talbert & Bright for the South
Apron Development Phase I project.
THEREFORE, RESOLVED by the Council of the Town of Lees burg in Virginia that the Town Manager
is authorized to execute the Task Order contract, in a form approved by the Town Attorney, with Talbert &
Bright for Task Order #1 for the South Apron Development Phase I project, in the amount of$179,505.50.
