A RESOLUTION: A WARDING THE CONSTRUCTION MANAGEMENT CONTINUING
SERVICES CONTRACT FOR THE AIRPORT CIP PROGRAM TO
TALBERT & BRIGHT, INC.
WHEREAS, the Airport has a number of constnilction projects that require construction
inspection and management; and
WHEREAS, in response to a public solicitation to provide construction management
services for these projects, the Town received seven proposals on May 23,2007; and
WHEREAS, the received proposals were evaluated by an evaluation committee in
accordance with the Town's purchasing policy; and
WHEREAS, Talbert & Bright of Chesterfield, \i1A. was rated first by the evaluation
committee to provide the construction management serv~ces for the Airport's CIP program; and
WHEREAS, the Director of Capital Projects M~agement and the Chief Purchasing
Officer recommends awarding the continuing services fonstruction management contract for the
Airport to Talbert & Bright; and
WHEREAS, this is a one-year contract that is r~newable for up to two additional one-year
terms; and

WHEREAS, since federal funding is involved it} a majority of airport projects federal
procurement policies are followed; and
WHEREAS, the Virginia Public Procurement Act (VPP A) sets limits of $1 00,000 per
task and an aggregate contract value per year of $500,000; and

WHEREAS, the VPP A dollar value limits may only be applied to projects that do not
have federal funding; and
WHEREAS, the FAA requires an independent fee review on project tasks that exceed
$100,000; and
WHEREAS, the FAA and DOA V have concurred with the cost proposal for this task; and
WHEREAS, the first task to be assigned to Talbert & Bright will be the South Apron
Development Phase I project.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney,
with Talbert & Bright for Airport Construction Management Continuing Services.
