A RESOLUTION: ACCEPTING THE REPORT OF THE PERFORMING ARTS TASK FORCE TO
COUNCIL AS PRESENTED ON SEPTEMBER 10, 2007
WHEREAS, the Leesburg Town Council, in Resolution 2006-181, on October 24, 2006 directed
the Economic Development Commission and the Public Art Commission to conduct a performing arts
facility analysis; and
WHEREAS, the Leesburg Town Council directed that the analysis address such matters as
facility size, parking capacity, site needs, and potential locations, operational models and funding
mechanisms; and
WHEREAS, over the past year, community volunteers have worked together as a "Leesburg
Performing Arts Task Force" to research best practices from other communities and consider the current
and future needs of the Town, local performing arts organizations, business, and the potential strategy to
address these needs; and
WHEREAS, on September 10, 2007 the Chairman of the Economic Development Commission
made a presentation on behalf of the Performing Arts Task Force which outlined Task Force findings and
recommendations to Town Council; and
WHEREAS, the Performing Arts Task Force believes an additional, more professional feasibility
study and creation of a separate, non-government based 501 c(3) is both appropriate and timely for
Leesburg and would expand art and cultural opportunities and encourage economic growth and vitality
for the Town of Leesburg.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. Council accepts the report of the Performing Arts Task Force presented on
September 10,2007.

TO COUNCIL AS PRESENTED ON SEPTEMBER 10, 2007
SECTION II. Council further directs the Town Manager to allocate $35,000 from the Economic
Development budget and the Contingency Fund to conduct a feasibility study and develop a business plan
for a performing arts facility in Leesburg. Funds can be allocated after the scope of work has been
accepted by the Economic Development Commission and the Town Council.
