Approve Minutes from November 6, 2014
A motion was made by Rick Fereday to approve the November 6, 2014 meeting minutes.
Mike Weiss seconded this motion. Motion passed unanimously.
AIP 021 —Land Acquisition Update
Nate Coyle provided an update to the land acquisition process stating that a revised
appraisal has been drafted and is awaiting an appraisal review. It was mentioned that this
revised appraisal is to correct minor issues highlighted during the review appraisal
process. Nate Coyle stated that, following completion of the review appraisal, the
updated information would be shared with the FAA and subsequently to landowners.
Summer 2014 Airport Maintenance Project Update
Nate Coyle stated that the new rotating beacon has been installed and is operational. The
old rotating beacon has been removed, and the final phase of this project will a second set
of paint markings in the spring of 2015.
Receive AAC Recommendation for Membership Reappointment—Dan Scott
Nate Coyle identified that Dan Scott's term would soon be ending and requested a
recommendation from the AAC regarding reappointment of Mr. Scott to the AAC. Mike
Weiss made a motion to recommend that City Council reappoint Dan Scott to the AAC
for another three-year term. Rick Fereday seconded the motion. Motion passed
unanimously.
Discuss Presentation to City Council for AAC Charter Amendment
Nate Coyle presented a previous recommendation from the AAC made on January 2,
2014 for an amendment to AAC Charter to revise the AAC's role in providing
recommendations to City Council for airport lease transactions (new lease requests and
lease amendments). AAC members stated that the format of the proposed language could
be confusing and recommended restructuring of the proposed language. Nate Coyle
agreed and stated that he would return in January with a restructured proposal for
amendment of the AAC Charter.

Airport Lease Rate Analysis •,/
Nate Coyle presented a draft scope of work from Vaibridge Property Advisors for
completion of an appraisal to recommend airport land lease rates to City Council. The
AAC identified that the letter called out hangar rental rates and that the airport does not
currently rent hangar space. Rick Fereday made a motion that the AAC recommend to
proceed with completion of an appraisal to recommend lease rates to City Council. Mark
Thorien seconded the motion. Motion passed unanimously.
Airport CIP/ALP Discussion
Nate Coyle presented the current CIP along with a copy of the ALP developed in 2007
for discussion. AAC members made a recommendation to shift a project to rehabilitate
parking apron surfaces to the year following taxiway relocation/apron reconstruction.
Nate Coyle stated that he would discuss this shift with the Helena ADO Project Manager
and follow-up with the AAC as land acquisition efforts progressed and/or neared
completion.
AAC Annual Report to City Council
Nate Coyle presented a draft document for the AAC's use in providing an annual report
to City Council. Nate Coyle stated that he would add this on the agenda for the January
AAC meeting and requested that any requested changes to the report be provided for
completion prior to this meeting in hopes of solidifying a final draft report during the
January AAC meeting, as well as identifying an AAC member to present the report to
City Council.

Approve Minutes from October 2,2014
A motion was made by Mike Weiss to approve the October 2, 2014 meeting minutes.
Rick Fereday seconded this motion. Motion passed unanimously.
Summer 2014 Airport Maintenance Project Update
Nate Coyle provided an update regarding the 2014 maintenance project stating that
installation of the new rotating beacon has commenced and would be completed prior to
winter. Nate Coyle reminded the group that the final phase of this project would take
place in the spring of 2015 when the second coat of paint markings would be applied.
Airport Noise Abatement Manual
Nate Coyle provided a draft copy of a noise abatement manual and stated that he felt the
information may be best suited within an airport noise abatement website which would
provide information regarding preferred operational procedures, and could also provide
an avenue for receipt of noise complaints by the public. AAC members recalled that
much work had been done on noise abatement at the airport in the past to include
development of knee-boards and discussion of airport signage. Nate Coyle stated that he
would review different options with the intent of developing a more comprehensive
approach to noise abatement, and would return to the AAC at a later date with an update.
Hangar 207 Lease Assignment
Nate Coyle presented a proposed assignment of lease for Hangar 207 to transfer the title
of existing lease from Thomas O. Wooten to Thomas Wooten as trustee of the Wooten
Family Trust, dated September 4, 2013. Mike Weiss made a motion to recommend that
the assignment be approved by City Council. Rick Fereday seconded the motion. Motion
passed unanimously.
Hangar 523—Termination of Lease and Establishment of New Lease
Nate Coyle presented a lease application and draft lease for the pending sale of Hangar
523. The pending purchaser of Hangar 523 was identified as SEICO, LLC (David
Shotwell). David is a private pilot who plans to store his aircraft (N523DS/Kit Fox IV) in
the hangar. The AAC asked if the format of lease for presentation to City Council would
be changed to match proposed lease template format, if approved by City Council, and
Nate Coyle stated that the language would be changed to match this format if approved.

Council in the existing format or proposed format, if approved by City Council. Rick
Fereday seconded this motion. Motion passed unanimously.
Airport Tie-Down Vehicle Discussion
Nate Coyle presented information regarding a proposal to relocate personally owned
vehicles which are currently authorized to park on seasonal tie-down spots. It was stated
that the FAA has discouraged this practice and identified it as a deficiency on two
subsequent compliance inspections (2009 and 2014). Options for relocation were
presented to the AAC and discussed. Following review/discussion, the AAC
recommended that airport staff coordinate with the FBO for use of space adjacent to
Hangar 102 and/or within the FBO's existing parking lot. Nate Coyle stated that he
would begin coordination with the FBO for implementation of this option.
Lease Revision Update
Nate Coyle provided a final draft of the revised lease template to AAC members. This
draft included minor revisions made by the City Attorney. It was stated that Nate Coyle
would present this draft lease to City Council on November 6, 2014 for approval, and
confirmed that recommendations from the AAC would be included within the
presentation.

Open Discussion and Public Comment
Nate Coyle stated that the airport had received a visit from its Helena ADO Project
Manager, Gary Gates, for completion of a compliance inspection. The results of the
inspection were positive with one finding and request for follow-up by the FAA
regarding the parking of vehicles on the tie-down ramp. Nate Coyle stated that he would
look to discuss this issue further with the AAC in a future meeting in hopes of finding a
solution to relocate vehicle parking to another location on the airport.

A motion was made by Mark Thorien to approve the September 4, 2014 meeting minutes.
Mike Weiss seconded this motion. Motion passed unanimously.
Airport Emergency Response Exercise—Thursday/2 October at 3 PM
( Nate Coyle stated that key response agencies recently participated in an effort to develop
�/ an emergency response plan for the airport to enhance roles/responsibilities and
communication during incidents that occur on the airport. This plan has been finalized
and provided to all participating agencies, which includes Valley County Dispatch,
McCall Police Department, McCall Fire Department, USFS, and McCall Aviation. It was
mentioned that an exercise would be held on Thursday/2 October to test the initial
notification/response phase of this plan.
Summer 2014 Airport Maintenance Project Update
Nate Coyle stated that the project commenced as scheduled on Monday/29 September but
that, due to weather, the runway closure would be extended for an extra day with the
runway opening on the afternoon of Friday/3 October. Nate Coyle also stated that the pad
for the new rotating beacon would be poured in November and that the structure would
be erected by late November. Finally,Nate Coyle mentioned that a second set of
markings would be applied to the runway in the spring of next year, which will be the
final phase for this project.

Airport Driving Manual Presentation
Nate Coyle presented a draft educational manual that airport staff had developed which
outlined basic driving procedures for operating personal vehicles on the airport. The
intent of this manual is to provide a reminder to airport users of basic airport driving
rules, and to highlight potential conflict/danger areas on the AOA. The AAC provided
recommendations for revision, and Nate Coyle stated that he would make these changes
to the manual prior to distribution. Dan Scott recommended that the airport look to create
a noise abatement manual for the airport in similar fashion, and Nate Coyle stated that he
would make an attempt at developing this manual for review by the AAC in a future
meeting.
Airport Lease Revision Update
Nate Coyle stated that he was awaiting a final legal review of the draft lease template
prior to presenting the document to Council for consideration. Nate Coyle stated that he
would notify the AAC of the presentation date and provide materials that would
accompany the presentation to Council.

City Manager, Gene Drabinski,gave an informational presentation on the 1%Local Option Sales Tax
ballot measure. At the end of the presentation,the Mayor and City Manager took and answered questions
from the group.

Motion made by Mark Thorien to approve August 7,2014 minutes. Matt Shaddle seconded this motion.

ITD Airport Basic Training Workshop
Gene Drabinski provided a summary of the ITD Airport Basic Training Workshop,to be held in McCall,
Wednesday, October 1,9:00 AM at Legion Hall.
Airport Expansion Update
Kevin Bissell—TO Engineers,gave a status update on the airport expansion project. The FAA has directed
TO Engineers and the City of McCall to amend the contract to have Joe Corlett, Mountain States Appraisal,
to revise his appraisal. The revised appraisal will be presented to the FAA and landowners upon
completion.
Airport Summer 2014 Maintenance Project
Kevin Bissell reported that a notice to proceed has been sent to Granite Construction execution of this
project. Maintenance efforts will commence on September 29,2014. It is expected that the rotating beacon
will not arrive until late November,at which time the existing beacon will be replaced.
Fly-In Discussion
John Anderson presented information on"Fly-In 2015." Beverly Anderson presented information as a
representative from the McCall chapter of IAA. There was a discussion on event, intentions,and creating
an organizational committee.
Airport Lease Revision Update
Gene Drabinski presented direction from City Council on the airport lease revision update. Council likes
the appraisal method,but wants to retain flexibility. Direction provided to the airport manager was to
formalize a process to utilize appraisals outside of lease language to allow for future flexibility.

Open Discussion and Public Comment
Nate Coyle stated that there has been discussion for planning an airport fly-in/open house in
2015, and stated that he would return in the next Council session with a potential date and request
for feedback from the AAC regarding the scope of this event. Dan Scott voiced support for a
public event that would draw public awareness and involvement with the airport, and Nate Coyle
concurred with the benefits of having an event accessible to the public.
Approve Minutes from July 23,2014
A motion was made by Mark Thorien to approve July 23, 2014 meeting minutes. Mike Weiss
seconded this motion. Motion passed unanimously.
Airport Expansion Update—Status of AlP 21
Nate Coyle stated that the review of landowner and City appraisals had been received, and that a
teleconference was held with the FAA on July 25, 2014.Nate Coyle also stated that an executive
session was scheduled with Council on August 14, 2014 to discuss the outcome of the appraisal
reviews and direction received from the FAA for the way forward.
Summer 2014 Airport Maintenance Project Update
Nate Coyle stated that project planning was on track to conduct a runway closure, as planned,
from September 29 through October 2,2014. An announcement flyer was presented to AAC
members that will be utilized to notify airport tenants/users of the upcoming closure.
Airport Lease Revision Update
Nate Coyle requested confirmation of a previous recommendation from the AAC regarding use of
an appraisal to establish lease rates. Methods for utilizing an appraisal were discussed, and the
AAC unanimously confirmed that its previous recommendation stands,which is for the City to
procure an appraisal that evaluates land value, comparison of airport rates,and ROI to establish
lease rates for the airport. The AAC also unanimously agreed that use of appraisals should be
spelled out within lease language and that there should be no establishment of a provision to
prevent lease rates dropping below the CPI adjusted rate within respective leases.Nate Coyle
stated that he would discuss this policy decision with Council and bring the results of this
discussion back to the AAC for finalization of draft lease language.
Airport FY15 Budget Overview
Nate Coyle presented, and reviewed in detail,the proposed FY15 airport budget. Nate Coyle
stated that a public hearing for the City's proposed FY 15 budget would be held on August 14,
2014 and that the budget would be presented for final approval by Council on August 28, 2014.

Approve Minutes from June 5, 2014
Motion made by Dan Scott to approve June 5, 2014 meeting minutes. Rick Fereday
seconded this motion. Motion passed unanimously.
Lease Split—Hangar 208A and 208B (Marvin May and Hugh McNair)
Nate Coyle presented a proposal to split an existing lease held by Hugh McNair and
Marvin May due to a pending sale of Hangar 208A, owned by Marvin May, to the buyer,
Jackson Food Stores, Inc. This proposal included an amendment of the existing lease to
remove Marvin May's interest from the lease thereby leaving Hugh McNair as the sole
interest on the lease. Subsequently a new lease for Jackson Food Stores, Inc. was
presented to establish a leasehold for Hangar 208A.
It was noted during presentation that new survey data suggests that the shared wall of the
hangar may not sit on the leasehold parcel boundaries. A statement was included in the
lease to identify that this may be the case and that the City has identified leased parcel
through use of the standing record of survey for the airport. AAC members requested that
this information be given to Council during presentation of leases
Rick Fereday made a motion to recommend approval for amendment of the existing lease
and establishment of a separate lease as part of the sale of Hangar 208A from Marvin
May to Jackson Food Stores, Inc. Matt Shaddle seconded the motion, motion passes. The
committee recommends City Council approval for amendment of the existing lease and
establishment of a separate lease as part of the sale of Hangar 208A from Marvin May to
Jackson Food Stores, Inc.
Airport Hangar Lease Revision Discussion
Nate Coyle provided an update on the status of revision for the airport's lease template
along with a potential proposal for offering the revised lease to hangar owners, pending
concurrence of Council. This proposal included a recommendation for use of an appraisal
which could evaluate land value, comparable airport rates, and ROI for recommendation
of a lease rate. Nate Coyle requested a recommendation from the AAC for this proposal.
A motion was made by Rick Fereday to recommend that Council approve procurement
and use of an appraisal that evaluates land value, comparable airport rates, and ROI to
recommend a lease rate for the airport. Matt Shaddle seconded the motion, motion passes

Subsequently,Nate Coyle discussed a potential proposal that he planned to provide
Council to identify a method for seeking interest from hangar owners for entrance into
new leases. It was mentioned that this proposal would not succeed if the outcome would
result in a significant net loss of revenue for the airport through hangar leases, which will
be budgeted at $140K for FY15.

Approve Minutes from June 25,2014
Dan Scott noted a copy/paste error within the motion for recommendation to approve the lease
transaction for Hangar 208,and asked that the minutes be corrected prior to signature. A motion
was made by Matt Shaddle to approve June 25, 2014 meeting minutes as amended by Dan Scott.
Rick Fereday seconded this motion. Motion passed unanimously.
Hangar 701 Lease Termination and Establishment of New Lease
Nate Coyle presented a proposal to terminate the existing lease for Hangar 701 and enter a new
lease for this hangar pursuant to a sale from Mike Weiss to Steve Miller. The lease application
and draft lease were presented to the AAC. During discussion, Mike Anderson noted that a legal
description was completed and added to the proposed lease for Hangar 701. Mike Anderson also
recommended that the airport consider an effort to have legal descriptions created and kept on file
for parcels that lack these documents. Nate Coyle concurred that this was a beneficial idea,and
stated that he would inquire as to cost for completion of this work.
Rick Fereday made a motion to recommend approval for termination of the existing lease and
establishment of a new lease as part of the sale of Hangar 701 from Mike Weiss to Steve Miller.
Matt Shaddle seconded the motion, motion passes. The committee recommends City Council
approval for termination of the existing lease and establishment of a new lease as part of the sale
of Hangar 701 from Mike Weiss to Steve Miller.
Airport Hangar Lease Revision Discussion
Nate Coyle discussed the status of lease discussions with City Council and stated that he planned
to present draft lease language and a proposal for utilizing appraisals to set lease rates during the
Council session on July 24. A powerpoint presentation was shared with the AAC which outlined
planned discussion points with Council.

Open Discussion and Public Comment
Nate Coyle stated that airport staff has coordinated with the Pocatello Airport for receipt of a donated 1980
SnowBlast broom and air blower.This equipment will enhance airport snow removal and sweeping
capabilities for the airport. It was stated that donation of this equipment is contingent upon approval of the
Pocatello City Council.
Nate Coyle also announced the upcoming Idaho Airport Management Association(LAMA)Conference to
be held at the Shore Lodge on 12 and 13 May. It was stated that airport staff would be providing an airport
tour to Kathryn Vernon, FAA Regional Administrator for the Northwest Mountain Region on 12 May at 4
PM.

Motion made by Rick Fereday to approve April 3,2014 meeting minutes. Mike Weiss seconded this
motion. Motion passed unanimously.
Airport Expansion Update—AIP 21
Nate Coyle provided an update to AIP 21 stating that landowners and the City had agreed upon an
appraiser to review the City's appraisal and appraisal obtained by landowners. It was stated that the
appraiser, Ed Morse,had requested a legal interpretation of the project rule as it relates to the subject
property.Nate Coyle stated that the City's newly acquired legal counsel for land acquisition was in the
process of developing this legal opinion for use by Ed Morse. It was also mentioned that,following receipt
of the legal opinion,the FAA would provide a review of this opinion to provide concurrence as the funding
source for this project.
2014 Airport Maintenance Project Update
Nate Coyle and Kevin Bissell provided an update to the scheduled 2014 airport maintenance project. It was
stated that the grant application for this project had been signed by the Mayor and submitted to the FAA.
Per recommendation from the AAC,the date for completion of this project has been selected as 29
September through 2 October. It was also mentioned that, due to a significant lead time for receipt of the
rotating beacon, installation of the new rotating beacon would most likely occur outside of the scheduled
timeframe for this work.
Airport Hangar Lease Revision Update
Nate Coyle stated that a work session has been scheduled on 25 May at which time recommendations for
revision of the airport's standing lease format would be presented to Council for discussion.Nate Coyle
also stated that the agenda and proposed material for this discussion would be forwarded to AAC members
prior to the meeting date.
Airport Hangar Inspections
Nate Coyle presented the proposed notification letter for airport hangar inspections to AAC members. Dan
Scott requested a correction to remove reference of the airport as a recreational asset and Nate Coyle
concurred with this request.
Airport Sewer Trunk Line Install
Nate Coyle presented information regarding a planned 2014 project,funded through the water/sewer funds,
to install a sewer trunk line between the 600-block hangar rows on the airport.This trunk line will enable

access to sewer infrastructure for these hangars and will eliminated existing holding tanks which will
satisfy directives from DEQ regarding use of holding tanks on the airport. Mike Anderson inquired as to
how many hangars on the airport currently do not have access to sewer,and Nate Coyle responded that the
600-block hangars,hangars 212-214,and the East row hangars currently do not have access.Nate Coyle
also stated that the 600-block hangars were prioritized in an effort to eliminate existing holding tanks and
provide sewer access to hangar owners who had paid an infrastructure fee for availability of sewer years
ago.Nate Coyle also stated that he would evaluate installation of a sewer line to Hangars 212-214.

Approve Minutes from March 6,2014
Motion made by Rick Fereday to approve March 6, 2014 meeting minutes. Matt Shaddle seconded this
motion. Motion passed unanimously.
Airport Expansion Update—AIP 21
Nate Coyle provided an update to AIP 21 stating that landowners and the City had agreed upon an
appraiser to review the City's appraisal and appraisal obtained by landowners.The agreed upon appraiser
is Ed Morse CRE, MAI and the anticipated timeframe for completion of this review is four weeks from
execution of agreement.
Airport Hangar Lease Revision Update
Nate Coyle presented an overview of airport budget data to the AAC. Mark Thorien requested additional
information regarding property taxes produced from the airport. It was discussed that taxation from
hangar owners produces$55K to the McCall taxing district and that the airport pulled $73K in FY13 for a
net taxi investment of$18K. Mike Anderson recommended that total property tax draw to Valley County
be identified within the presentation. Dan Scott commented on the fact that the airport has a minimal net
draw on property taxes and yet provides a significant positive impact to the community.All AAC members
agreed that they should attend the budget discussion on April 25,2014.
Airport Hangar Inspections
Nate Coyle stated that the airport is planning to conduct hangar inspections during the upcoming summer
season. It was mentioned that the Fire Department and Building Code inspector will participate in these
inspections,and that notification letters for inspection would be sent to hangar owners within the next
few weeks.
Airport Newsletter
Nate Coyle requested feedback from the AAC regarding the development of a digital airport newsletter.
AAC members stated that the newsletter could have potential value as long as the information is
interesting and pertinent to hangar owners. Nate Coyle stated that he would produce an initial draft
within the weeks to come and use that as a test to gauge interest.

Airport Expansion Update–AIP 21
Nate Coyle provided an update to AIP 21 stating that landowners and the City had agreed upon
an appraiser to review the City's appraisal and appraisal obtained by landowners.The agreed
upon appraiser is Ed Morse CRE, MAI and the anticipated timeframe for completion of this
review is four weeks from execution of agreement. Nate Coyle also updated the AAC on the
City's pursuit for acquisition of an attorney to provide non-litigation oriented legal counsel
within the remaining land acquisition process.

Rick Fereday inquired as to the selection process of legal counsel and Nate Coyle outlined that
four firms were considered to include Stoel/Rives, Meuleman/Mollerup, White/Peterson, and
Millemann Pittenger McMahan & Pemberton. Nate Coyle stated that the qualifications of Bill
Gigray from White/Peterson were the best fit for this effort and that an agreement for these
services would be presented to Council on March 13.
Proposal for Termination of Existing Lease and Establishment of a New Lease–Commercial
Hangar 102
Nate Coyle presented a proposal from the current lessee,Aviation Properties LLC,for
termination of an existing lease and entrance into a new lease for Hangar 102.The existing lease
was assigned to Aviation Properties LLC in 2010 and currently has 13 years remaining on the
term of the lease.To satisfy lender requirements for refinancing a lease term with no less than
25 years remaining is required.
Hangar 102 is utilized in support of McCall Airport's primary FBO (McCall Aviation).The other
existing lease agreement for this FBO facility(Hangar 103)was established in 2002 (28 years
remaining on term)and currently affords a rental rate of$0.125 per square foot of uncovered
parcel and $0.255 per square foot of covered parcel per annum. Dan Scott has requested the
City's consideration to match the time and lease rate of the existing FBO agreement.The
proposal of this agreement was to therefore enter into a lease with an initial term of 20 years
with one 5-year and one 3-year renewal period for a total term of 28 years. In an effort to match
4. the terms of the existing agreement, proposed lease includes a stipulation for adjustment of
base rent on the eighth anniversary of the initial lease term in addition to annual CPI
adjustments.

The original lease for Hangar 102 was established in 1987. In 1989 the City amended the original
agreement to allow for receipt of up-front payment for the remaining 39 years of this lease thus
enabling the match of airport improvement program funds for extension of the runway. At the
time,the existing lease rate was$3,046 per annum which totaled $118,794 for the remaining
term of the lease. A present value calculation (discounted at 8%)was accomplished and
resulted in the payment of$39,080 for the entire term of this lease. The existing lease is
therefore paid in full through provision of an annual credit of$3,046. The airport receives
deferred revenue in the amount of$1,002 per annum from the original $39,000 payment.
Following discussion of this lease a motion was made by Rick Fereday to recommend approval of
this lease to City Council. Mike Weiss seconded this motion. Motion passed unanimously
Airport Hangar Lease(Essential Element Overview)—Initial Thoughts from Council
Nate Coyle outlined an introductory discussion with Council members regarding essential
elements of airport leases,and provided initial feedback that was received from Council
members regarding specific lease elements which included lease term, rent and escalation,
hangar use, and lease assignments.

Open Discussion and Public Comment
Dan Scott provided commentary on the status of Senate Bill 1265 and its implications for airport
planning and zoning efforts. This bill was to be presented to the Senate Committee for Local
Government and Taxation on January 16, 2014 for a vote that could potentially send the bill to
the Senate floor.

Airport Expansion Update—AIP 21
Nate Coyle provided an update to AIP 21 stating that the FAA has pushed land acquisition into
FY15. Per FAA recommendation,the City has developed a list of appraisers, from which it is
hoped that a mutually agreed upon appraiser will execute a review of the landowners'
independent appraisal. This list has been shared with landowners and the City is awaiting their
response. Per FAA recommendation,the City is also seeking an attorney to provide land
acquisition focused legal counsel throughout the remaining acquisition process.Nate Coyle has
discussed qualifications with a series of attorneys and will be working with the land acquisition
team to make a selection.
Airport Hangar Lease Template Update
Nate Coyle issued an update regarding a plan to provide a presentation to City Council in an
attempt to define essential lease elements prior to discussing recommended changes to the City's
standing airport lease template. As a part of this process, initial concerns or questions on behalf of
Council will be captured and presented to the AAC for consideration prior to presentation of
recommendations to Council from City Staff and AAC members.
Airport CLP Update
Nate Coyle provided an update to the standing CIP for KMYL. The purpose of this update was to
identify the FAA's continued support for land acquisition efforts beyond the land required for
relocation of the airport's parallel taxiway. It was noted that the acquisition effort has been split
into two separate phases within FY15 and FY16.

2013 Accomplishments
• The AAC participated in the recruiting and selection process for a new Airport Manager.
Nate Coyle was selected as the new Airport Manager and began working for the City of
McCall in May of 2013. Nate comes to the airport following an eight-year career as a
commissioned officer in the United States Air Force where his specialty was managing
military airfields and air traffic control facilities.
• In 2013 the airport completed an appraisal and review appraisal of property needed to
relocate Taxiway A (parallel taxiway). The airport also initiated discussions with
landowners for this potential acquisition. We now expect that these discussions will
continue into Fiscal Year 2015. The successful acquisition of this property will continue
to be contingent upon willingness of sellers, FAA funding, and funding of a grant match
by the City.
• The AAC worked with city staff to provide recommendations for a revision of the current
6 non-commercial hangar lease template. It is expected that our recommendations will be
presented to City Council for consideration early in Calendar Year (CY) 2014.
Furthermore, in 2012 the AAC executed an Airport Rates and Charges Review and
provided recommendations to staff for changes to airport lease rates. It is anticipated that
these recommendations will also reach City Council for consideration in CY14.
• The airport executed a week-long project to remove thick brush on airport property west
of the active runway. The purpose of this effort was to mitigate wildlife hazards to airport
operations by removing an attractive wildlife habitat from airport property.
• The airport successfully leveraged a partnership with County officials to complete a
noxious weed spraying program across airport property.
2014 Planning(And Beyond)
• The airport will continue efforts to acquire land adjacent to the airport for relocation of
the parallel taxiway.
• The airport is planning a maintenance project to be completed in the summer of 2014.
The scope of this potential project includes fog sealing and re-marking the runway, crack
sealing and re-marking taxiway/apron surfaces, and replacing the airport's rotating
beacon. The airport will plan to utilize Non-Primary Entitlement grant funding for this
project and will be expected to provide a 7.5% match of the total project cost.
• Airport Capital Improvement Plan 2014—2018
o Airport Maintenance Project: Fog seal and re-mark the runway, crack seal and re-
mark apron/taxiway surfaces, and replace the airport's rotating beacon. (2014)
o Land Acquisition Phase 1: This project will fund acquisition of land needed to
relocate the parallel taxiway. (2015)
o Land Acquisition Phase 2: This project will allow for potential acquisition of
additional land, beyond what is needed to relocate the parallel taxiway, if
agreement can be reached with landowners. If the City only acquires enough land
to relocate the parallel taxiway then this project will fund relocation of the parallel
taxiway and reconstruction/expansion of general aviation apron lost to taxiway
relocation. (2016)
o If not accomplished in 2016, a project will be executed to relocate the parallel
taxiway and rebuild/expand general aviation apron lost to taxiway relocation. vie
(2017)
o Purchase replacement medium capacity snow blower and update the Airport
Master Plan, Airport Layout Plan, and create an Airport Sustainability Plan.
(2018)
• Grant Match Requirements: Future grant matches for FAA Airport Improvement
Program (AIP) grants will be a challenge for the City. Current AIP authorization
legislation requires a local grant match of 10%. It is anticipated that the State of Idaho
Airport Aid Program (IAAP) will continue to contribute 2.5% to the local grant match
requirement leaving a 7.5%match for the City of McCall. The table at Attachment 1
provides an overview of potential grant match requirements for planned 2014—2018
capital improvement projects.

expressed concern regarding operational impact if the runway were to be closed one week for
this effort. Nate Coyle stated that he will attempt to coordinate a plan with the FAA for
utilization of the parallel taxiway as temporary runway surface.
Airport Hangar Lease Template Update
A consolidated matrix of comments pertaining to the airport's draft hangar lease template was
reviewed. Nate Coyle captured final feedback from MC members that will be presented to
Council along with a draft lease template for consideration.
Discussion of AAC's role to review commercial and non-commercial leases
Nate Coyle presented two options for consideration to potentially revise the AAC's charter with
respect to coordination of airport lease transactions.A motion was made by Rick Fereday to
recommend modification of the existing charter to include language listed below. Matt Shaddle
seconded the motion. Motion passed unanimously.
AAC's Recommended Language: Prior to City Council consideration, review and make
recommendations for all new leases pertaining to development of new ground or additions to
existing hangars, all new leases or lease assignments that are commercial in nature, any lease
transactions involving property adjacent to Deinhard Lane or Highway 55, and/or any lease
transaction involving the 106-series("Legacy") hangars.
