A RESOLUTION: A WARDING OF THE CONTRACT FOR THE DEVELOPMENT OF
THE CRESCENT DISTRICT FORM-BASED CODE TO LSL
PLANNING, INC. OF ROYAL OAK, MICHIGAN
WHEREAS, in response to a solicitation for Requests for Proposals for the development
of the Crescent District Form-Based Code (Code), three proposals were received; and
WHEREAS, all proposals were evaluated by a selection committee in accordance with
the requirements of the Town's Purchasing Policy and the requirements of the Request for
Proposals; and
WHEREAS, based upon the performance of the consulting firms against predetermined
selection criteria, the Town's selection committee selected LSL Planning, Inc. of Royal Oak,
Michigan as the highest rated firms; and
WHEREAS, contract services will be funded by a supplemental appropriation in the
amount of$148,000 from the Undesignated General Fund Balance; and
WHEREAS, the development of the Code, including the undertaking of all items
identified in the Scope of Services will not exceed $148,500, including expenses; and
WHEREAS, additional contract expenses will be negotiated on an as-needed basis; and
WHEREAS, the Director of Planning, Zoning & Development recommends approval of
the contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Town Manager is authorized to execute contracts in a form approved
by the Town Attorney for development of the Crescent District Form-Based Code with LSL
Planning, Inc.

SECTION II. The Planning, Zoning and Development Department FY 2008 budget is
amended, and an appropriation is made in the amount of $148,500 for the fiscal year beginning
July 1, 2007 and ending June 30, 2008.
