HomeMy Public PortalAbout2007_11_27_r172 TLSE 2007-0004 North Street Senior Center The Town of Leesburg, Virginia PRESENTED: November 27.2007 RESOLUTION N0.2007-172 ADOPTED: November 27. 2007 A RESOLUTION: APPROVING SPECIAL EXCEPTION TLSE-2007-0004, NORTH STREET SENIOR CENTER, TO PERMIT A 19,815 SQUARE FOOT SENIOR CENTER AT 102 NORTH STREET NW. WHEREAS, it is the intent and desire of Town Council to provide facilities and services meeting the needs of residents in the Town of Leesburg; and WHEREAS, the improvement of a historic building in the Old and Historic District preserves and reinforces the character of the Town; and WHEREAS, the Loudoun County School Board and the County of Loudoun has requested special exception approval to permit a senior center located at 102 North Street NW, zoned R-HD and R-6; and WHEREAS, on November 1,2007, the Planning Commission recommended approval of TLSE-2007-0004, 7-0-0; and WHEREAS, staff recommends approval of this request with the conditions set forth below; and WHEREAS, The Council has concluded that the approval of the application would be in the public interest and in accordance with sound zoning and planning principles. THEREFORE, RESOLVED that the Council of the Town of Leesburg in Virginia hereby approves Special Exception TLSE-2007-0004, North Street Senior Center, identified in the Loudoun County Land Records as Parcel Identification Number(s) 230-17-9441 subject to the following conditions: -2- A RESOLUTION: APPROVING SPECIAL EXCEPTION TLSE-2007-0004, NORTH STREET SENIOR CENTER, TO PERMIT A 19,815 SQUARE FOOT SENIOR CENTER AT 102 NORTH STREET NW. 1. Substantial Conformance. This special exception shall be in substantial conformance with the special exception plat entitled "Loudoun County - Building 6277 North Street Building Renovations 102 North Street Leesburg, Virginia", SE-Ol through SE-06, dated 08-10-07 and prepared by ADTEK Engineers, Inc. 2. Waivers. Approval of the special exception does not express or imply any waiver or modification of the requirements set forth in the Subdivision and Land Development Regulations, the Zoning Ordinance, or the Design and Construction Standards Manual, except as granted under Zoning Ordinance Section 12.8.5 for landscaping as shown on the plat. Final plats, site plans, and construction drawings are subject to applicable town regulations. 3. Old Waterford Road Sidewalk. The applicant shall provide bump outs around existing poles located within the existing sidewalk to a width of four (4) feet and provide a 5' x 5' passing space at intervals not to exceed 200' for ADA compliance. 4. Internal Pedestrian Circulation. The walkway from the sidewalk near the intersection of North Street and Liberty Street is the main pathway to the front door of the facility. This segment of sidewalk should be widened to five (5) feet. The sidewalk along the driveway off ofWirt Street should be extended to provide a five (5) foot continuous pathway to the front entrance of the senior center. These improvements are depicted in Attachment A. 5. Bus Shelter Concrete Pad. The applicant shall reimburse the Town of Leesburg for the full construction of a six (6) feet by ten (10) feet concrete pad and a Daytech ADCO 4xlONV3065 shelter, or approved equal, in conjunction with CIP Project 300811-06322 Bus Shelter-North Street within the Old Waterford Road frontage improvements. The applicant shall provide all necessary right of way needed for the construction of the bus shelter at no cost to the Town. 6. Frontage Improvements. In accordance with the Town of Leesburg's Subdivision and Land Development Regulations (SLDR) 13-73(g), 13-78(a) and 13-79, the applicant must address full frontage improvements along North Street and Wirt Street as part of the final site plan process. 7. Board of Architectural Review. All conditions and clarifications of the Board of Architectural Review in its decision on December 18, 2006 must be met prior to site plan approval. 8. Utilities. The applicant must replace the existing water main in Wirt Street with a 8" water line regardless of the frontage improvement requirements. 9. Tree Management Report.
