A RESOLUTION: ACCEPTING THE REPORT OF THE LEESBURG WATERSHED COMMITTEE
TO COUNCIL AS PRESENTED ON DECEMBER 11,2007
WHEREAS, the goal of watershed planning is to provide a comprehensive strategy that
safeguards public health, enhances the natural environmental, and supports economic growth through
protection of the Town's water resources; and
WHEREAS, the Leesburg Town Council, in Resolution 2007-89, on May 22, 2007 directed the
Leesburg Watershed Committee to identify priority recommendations from the Tuscarora Creek
Watershed Study; and
WHEREAS, the Leesburg Town Council directed that the Committee analyze and consider such
matters as feasibility, cost-benefit, and furtherance of natural resource policies of the Town Plan, the
Urban Forestry Management Plan, the Parks and Recreation Plan, and the Town's Virginia Discharge
Elimination System (MS-4) permit for stormwater; and
WHEREAS, over the past four months, community volunteers have dedicated more than 500
hours to evaluate the Tuscarora Creek Watershed recommendations; and
WHEREAS, on December 10,2007 the Chairperson of the Watershed Committee made a
presentation outlining Committee recommendations and a proposed action plan to Town Council;
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. Council accepts the report of the Leesburg Watershed Committee presented on
December 10,2007; and

SECTION II. Council directs the Town Manager to identify additional resources needed to
implement the proposed action plan and present those additional resource needs as part of FY2009 budget
considerations; and
SECTION III. Council authorizes the continuation of the Leesburg Watershed Committee for the
purpose of the following: to work with staff and other partners to implement the action plan; to identify
and recommend additional measures to improve management of town watersheds; and to monitor,
evaluate, and report at least annually to the Town Council on progress toward protecting the health of
streams within the Town.
