The meeting convened at 10:05 a.m. McKusick welcomed Al Brodeur and introduced him as the new Assistant Town Planner. APPROVAL OF MINUTES: MOTION: John HinckleyBill Wilcoxson, On a motion by , seconded by the Committee voted to approve the minutes of October 17, 2002. VOTE: 4-0-1 The vote passed by majority . (Hevert abstained). ANNOUNCEMENTS: Judith Bruce was introduced as the new Conservation Commission member. She will be the  permanent representative with voting privileges. Meeting with Howes, Samimy, Giggey on October 24, 2002  Modeling embayment list – hope to get high on the list. Working with Eastham on this project – letter of mutual agreement. Eastham Board of Selectmen recommended formation of a Wastewater Management Steering Committee Water Quality Task force to share minutes with Wastewater Management Steering Committee . WIC (Wastewater Implementation Committee) meeting and RFP – outside help with modeling.  Small Flows Clearing House RFP Grant – hope to apply for a grant for mgmt structure.  Lab Certification, for Marine samples – Labs that do marine samples are not certified anywhere.  REPORT FROM CITIZEN’S ADVISORY COMMITTEE Andree Yager spoke for Citizen's Advisory Committee – they have elected officers. They plan to meet th again on Nov. 18. ITEMS OF INTEREST Judith Bruce talked to Mike Ford - he said there were complications with the idea of using Conservation Commission land for leaching purposes. Hodgkinson reported that Barnstable County has set aside $350,000 for wastewater management reserve. Wastewater Management Steering Committee Minutes – November 7, 2002 Page 1 WORKSHOP WITH MIKE GIGGEY ON NITROGEN LOADING MODEL The committee discussed the nitrogen loading model. In the October 8 letter Giggey explained a nitrogen loading models estimated on a total nitrogen load of about 120,000 pounds per year on a town-wide basis. The Nitrogen load goes into the ground and then into the embayments. There is a need for a Town-wide 1.)2.) model:. Land use and demographic information; Water quality parameters. This needs to be viewed as a “First cut” which will need to be “fine tuned”. th The November 5 letter discussed Sensitivity Analysis. The committee discussed the graphs in this letter and what practices have the most impact on the nitrogen load - this included residences, commercial and fertilizer use. The committee discussed the issue of occupancy = persons per bedroom. Roof runoff, pavement runoff and natural runoff were also discussed as problems to the water quality. There was some discussion about difference in groundwater protection between vegetated and unvegetated areas. The committee discussed the impact of more and larger residences on the residential nitrogen load. Giggey explained that the model can be used to determine the source of existing and new nitrogen loads and can then evaluate and implement any options. The committee discussed growth potential and buildout scenarios. Q: What things could change from now to build out? A: Changes in fertilization, changes in the number of bedrooms and an increase in the number of buildings. The town needs to look at occupancy as well as number of bedrooms for planning purposes. It was stated that the District of Critical Planning Concern – from the Cape Cod Commission is a good planning tool. th The November 6 letter dealt with lawn and garden fertilizers. The committee discussed the implementation of the seven items in the letter. The committee also discussed a fertilization survey. Surveys must be strategically planned. – Citizen's Advisory Committee is a useful group to do this project. Deadline for refining the model is within the next nine months.
