ARESOLUTION: APPROPRIATING $5,000 FROM THE TOWN MANAGER'S
CONTINGENCY FUND OF THE FY 2008 BUDGET TO THE LOUDOUN
CONVENTION AND VISITORS ASSOCIATION FOR A STUDY BY UL!
WASHINGTON TECHNICAL ASSIST ANCE PANEL
WHEREAS, the Council requested that the Economic Development Commission
investigate ways to enhance the Historic Downtown as a shopping, dining and entertainment
district, and
WHEREAS, in response to this request, in February 2007, the Economic Development
Commission hosted a First Floor Retail Forum to solicit ideas and input from the downtown
commercial property owners, and
WHEREAS, the Downtown Improvement Association was formed as a resuIt of the First
Floor Retail Forum; and
WHEREAS, the Downtown Improvement Association has recommended that UL!
Washington Technical Assistance Panel be contracted to conduct a one-and-one-half day
implementation plan, and
WHEREAS, the co st of the UL! Washington Technical Assistance Panel's services is
$12,000, and
WHEREAS, Leesburg's downtown core represents an estimated 439,000 square feet in
infill development opportunity with an estimated target of $175 million dollars in private
investment resuIting in a projected 1000 jobs.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the an
appropriation in the amount of$5,000 from the Town Manager's Contingency Fund of the FY
