The Town of
Leesburg,
Virginia
PRESENTED January 23. 2008
RESOLUTION NO. 2008-22
ADOPTED January 23. 2008
A RESOLUTION: SUPPORTING HOUSE BILL NO. 451 AMENDING VIRGINIA CODE
TO INCLUDE ONE TOWN REPRESENTATIVE ON THE NORTHERN
VIRGINIA TRANSPORTATION AUTHORITY (NVTA)
WHEREAS, the Northern Virginia Transportation Authority (NVT A) contributes to
regional decisions on taxation and the funding of regional transportation improvement programs;
and
WHEREAS, the NVT A currently has no representation for the five towns located within
its boundaries; and
WHEREAS, the needs and concerns of towns differ from those of the counties that are
represented on the NVT A because of their unique responsibility for highway maintenance and
transportation improvements within their communities; and
WHEREAS, at least one voting member - most appropriately, a mayoral representative-
representing Northern Virginia towns on the NTV A is appropriate to contribute to regional
decisions on taxation, as well as to properly advocate the respective transportation programs and
needs of towns; and
WHEREAS, House Bill 451 would amend Virginia Code Section 15.2-4832 to include
one town representative to serve on the NVT A, thus providing some legitimate representation of
Leesburg's interests, insofar as they coincide with the interests of other towns.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Council supports House Bill 451 and any effort to add town representation to the NVTA.
