A RESOLUTION: APPROVING SPECIAL EXCEPTION TLSE-2007-0013,
WASHINGTON POST DISTRIBUTION FACILITY TO PERMIT A
NEWSPAPER DISTRIBUTION USE WITHIN THE EXISTING
BUILDING AT 741 MILLER DRIVE, SE ON PARCEL F-l IN THE
AIRPORT OFFICE PARK.
WHEREAS, Airpark Gelman Associates has requested special exception approval to
permit a newspaper distribution facility within the existing flex/industrial/office building at 741
Miller Drive, SE on Parcel F-l within the Airport Office Park 1 in the Leesburg Auto Park; and
WHEREAS, the property is located in the 1-1 Industrial Research Park Zoning District;
and
WHEREAS, on January 3, 2008 the Planning Commission recommended conditional
approval of this application; and
WHEREAS, on February 12,2008 the Town Council held a public hearing; and
WHEREAS, the proposed use meets the special exception standards for a distribution
facility as set forth in the Zoning Ordinance; and
WHEREAS, staff recommends approval, with the conditions set forth below.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia hereby
approves Special Exception application TLSE- 2007-0013, Washington Post Newspaper
Distribution Facility, 741 Miller Drive, SE, identified in the Loudoun County Land Records as
Parcel Identification Number 234-30-9344, subject to the following conditions:

Substantial Conformance:
1. Development of this special exception shall be in substantial conformance with the
special exception plat entitled "Special Exception for Distribution Facility at 741 Miller
Drive", dated November 5, 2007, revised December 18,2007 prepared by Patton Harris
Rust & Associates.
No Expressed or Implied Waivers:
2. Approval of the special exception does not express or imply any waiver or modification
of the requirements set forth in the Subdivision and Land Development Regulations, the
Zoning Ordinance, or the Design and Construction Standards Manual (DCSM) except as
specifically approved by Town Councilor as shown as approved by Town Council on the
Special Exception Plat and supporting documents.
