HomeMy Public PortalAboutResolution 2020-42, Approving Recommendation On Moving Forward With Recruitment City Administrator/ClerkRESOLUTION 2020-42 A RESOLUTION APPROVING RECOMMENDATIONS ON MOVING FORWARD WITH RECRUITMENT OF A NEW ADMINISTRATOR/CLERK FOR THE CITY OF RIVERDALE, IOWA WHEREAS, The City of Riverdale, Iowa ("City") is a Municipal Corporation, organized and operating under the laws of the State of Iowa, and; WHEREAS, on March 10, 2020, the City Council of Riverdale passed Resolution 2020-25, engaging consultant Pat Callahan to assist the Council in the recruitment, vetting and selection of full-time employees to serve as the City's clerk/administrator and deputy clerk, and; WHEREAS, on April 14, 2020, the City Council of Riverdale amended the budget for services provided by Consultant Callahan to allow for the search of both positions to be done in the most expedient way possible, and; WHEREAS, the timeline for recruitment, screening, preliminary interviews, background checks, final interviews, extension of offers, negotiations for employment and finalization of employment agreements with prospective employees is expected to last through most of the month of June with start date(s) in after July 1, 2020, and; WHEREAS, candidates for these positions often request their identities not be disclosed by the consultant or members of the search committee involved with screening, interviewing and hiring candidates, and; WHEREAS, there is a continued need for direction and management of both staff and various projects identified by the Council as important to the City (through its goal - setting process) as well as regular tasks required by state and local statute, and; WHEREAS, the Mayor of Riverdale has served in the role of "interim city manager" since the departure of the individual serving in that role, and; WHEREAS, the City Council recognizes that the mayor has performed that duty on a voluntary basis and received no compensation for services provided to -date, and; WHEREAS, under the Code of the State of Iowa, Section 362.5 (3) (j), there are provisions that allow for city officials to be engaged by the City for services which benefit the official as long as the cumulative total purchase price for those services does not exceed the sum of $6,000 (six thousand dollars) in a fiscal year, and; (con.) City of Riverdale, Iowa 110 Manor Drive, Riverdale, Iowa 52722 • (563) 355-2511 • www.riverdaleiowa.com Resolution 2020-42 A Resolution Approving Recommendations for Moving Forward with the Recruitment of a New Adminisntrator/Clerk for the City of Riverdale, Iowa WHEREAS, the City of Riverdale's fiscal year runs from July to June, meaning that FY20 will end on June 30, 2020 and FY21 will begin on July 1, 2020, and; WHEREAS, the City Council would like the mayor to continue in his role as interim city manager for a period of time to last no longer than July 31, 2020, and while in that position he will continue to manage the City's staff and oversee the completion of projects authorized by the Council through its goal -setting process, the certification of the FY 21 budget and, on occasion, by specific resolutions considered and passed while in session at regular and special meetings of the City Council. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA. Section 1. The City Council requests the continued involvement of the Mayor in the day-to-day administration of the affairs of government including, but not limited to, the management of personnel, revision/reconstruction of policies, overseeing the execution of approved strategies, policies and projects and the development of long- range plans for financial security, economic growth and environmental stewardship for the City of Riverdale for a period of time not to extend beyond July 31, 2020. Section 2. The City Council requests the participation of the Mayor in the transition and training of City Staff hired through the recruitment and selection process initiated in March of 2020. Section 3. In recognition of services provided to -date and services to be provided between the date of this Resolution and the end of Fiscal Year 2020, the City Council agrees to pay the Mayor a consulting fee of $6,000 (six thousand dollars) by June 30, 2020.
