Re: Contract for: Insurance Coverage-Excess Workers
Compensation
This is to ~equest your approval of a Resolution authorizing a
contract to be executed as follows:
Firm: Gartland & Co., Inc.
Cost: $13,500 - Administration of claims
$27,644 - Excess Workers Compensation Insurance
Period: January 1, 1996 thru December 31, 1996
Purpose: Administration of workmans compensation claims and
workmans compensation insurance.
This is requested to be awarded without competitive bids as an
extraordinary, unspecifiable service (N.J.S.A 40A:11-5 (1) (a). I
do hereby certify as follows:
1. Quotations have been solicited and are as follows::
Gartland & Co., Inc. as stated above
This is the lowest quotation. (If not, explaiM why in detail) Yes
2. Insurance coverage is specialized and qualitative in nature
requiring expertise, extensive training and proven reputation.
Insurance contracts have been modified over the years to conform
to Borough requirements and policies.
3. This can not be described by written specifications because:
It is not reasonably possible to draft specifications to meet the
requirements of all the various workmans compensation claims and
administration thereof.
4. I have reviewed the rules and regulations of the Division of
Local Government Services as contained in the local public
contract guidelines (revised) and certify that the proposed
contract may be considered as an extraordinary, unspecifiable
service in accordance with the requirements thereof.
Respectfully,
Name:
Patric~ J. DeBlasio
