HomeMy Public PortalAboutr 96:022No. 96-22 I)l~ie o1' Adoplion JANUARY 18, 1996 AUTHORIZING AGREEMENT FOR EXTRAORDINARY, UNSPECIFIED SERVICES WHEREAS, there exists a need for Insurance Coverage; and WHEREAS, the maximum amount of the contract in question is $13,500 for the administrative portion of workers compensation insurance coverage and $27,644 for excess workers compensation insurance, and Funds are available in an appropriations entitled Insurance and Surety Bond Premiums and have been Certified by the Chief Finance Officer, said certification being attached; and WHEREAS, N.J.S.A. '- 40A:ll-1 et seq. requires that the Resolution authorizing the Award of Contracts for "Extraordinary, Unspecifiable Services" without competitive Bids and the Contract itself must be available for public inspection; and WHEREAS, Patrick J. DeBlasio has Certified that this meets the Statute and Regulations governing the Award of said Contracts; NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of Carteret as follows: 1. The Mayor and Borough Clerk are Hereby Authorized and Directed to Execute the attached Agreement with Gartland & Co., Inc 2. This Contract is awarded without competitive bidding as an "Extraordinary, Unspecifiable Service" in accordance with 40A:11-5 (1) (a) (ii) of The Local Public Contracts Law because Insurance including the Purchase of Insurance Coverage are specifically excluded. 3. Notification of Contract Award shall be Printed once in the News Tribune. Adopted this 18th day of January, 1996 and certified as a true copy of the original on January 19, 1996. KATHLEEN M. Cost: $13,500 - Administration of claims $27,644 - Excess Workers Compensation Insurance Period: January 1, 1996 thru December 31, 1996 Purpose: Administration of workmans compensation claims and workmans compensation insurance. This is requested to be awarded without competitive bids as an extraordinary, unspecifiable service (N.J.S.A 40A:11-5 (1) (a). I do hereby certify as follows: 1. Quotations have been solicited and are as follows:: Gartland & Co., Inc. as stated above This is the lowest quotation. (If not, explaiM why in detail) Yes 2. Insurance coverage is specialized and qualitative in nature requiring expertise, extensive training and proven reputation. Insurance contracts have been modified over the years to conform to Borough requirements and policies. 3. This can not be described by written specifications because: It is not reasonably possible to draft specifications to meet the requirements of all the various workmans compensation claims and administration thereof. 4. I have reviewed the rules and regulations of the Division of Local Government Services as contained in the local public contract guidelines (revised) and certify that the proposed contract may be considered as an extraordinary, unspecifiable service in accordance with the requirements thereof.
