A RESOLUTION: A WARDING THE BATTLEFIELD P ARKW A Y - EDWARDS FERRY
TO FT EVANS CLEARING AND STORM DRAINAGE
CONSTRUCTION CONTRACT
WHEREAS, the Battlefield Parkway - Edwards Ferry to Ft Evans project is an approved
capital project in the FY 2008-2012 CIP; and
WHEREAS, the first phase of this project is for the clearing and storm drainage
construction; and
WHEREAS, in response to a public solicitation for the construction bids of the Battlefield
Parkway - Edwards Ferry to Ft Evans Clearing and Storm Drainage project, the Town received
twelve bids on February 20, 2008, from the following firms:
· Tessa Construction & Tech Co., LLC
· William A. Hazel, Inc.
. R.L. Rider and Company
· S.W. Rodgers Company, Inc.
· American Infrastructure
· E.E. Lyons Construction Co., Inc.
. Ardent Company
. Owens and Dove, Inc.
. A&m Concrete Corporation
. Richard F. Kline, Inc.,
. A.N.D Contractors
. Sagres Construction, Corp.

WHEREAS, the bids were evaluated by the Director of the Department of Capital Projects
Management and the Chief Purchasing Officer in accordance with the Town's Purchasing Policy;
and

CONTRACT
WHEREAS, Tessa Construction & Tech Company, LLC was determined to be the lowest
responsive and responsible bidder; and
WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS, sufficient funding to award this contract is available, and no additional
funding needed.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
Tessa Construction & Tech Company, LLC in the amount of$ 417,000 for the construction of this
project.
