A RESOLUTION: INITIA TING VARIOUS AMENDMENTS TO SECTION C OF THE
TOWN PLAN AND MISCELLANEOUS CLERICAL REVISIONS TO
THE TOWN PLAN; AN AMENDMENT TO THE LAND USE POLICY
MAP IN SECTION D; AND INITIATING AN AMENDMENT TO
APPENDIX B: OFF-SITE TRANSPORTATION COSTS OF THE
TOWN PLAN
WHEREAS, on September 13,2005 the Town Council adopted a revision to the Town
Plan and at the same time endorsed the action programs and transportation cost data set forth in
appendices A and B to the revised Town Plan; and
WHEREAS, through daily use of the adopted Town Plan, items have been identified that
should be amended to better clarify certain sections of that ordinance; and
WHEREAS, policies have subsequently been revised that should be reflected in the Town
Plan; and
WHEREAS, consideration of these amendments will enhance the effectiveness of the
adopted Town Plan; and
WHEREAS, the public necessity, convenience, general welfare and good planning
practice require consideration of the proposed amendments; and
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION 1. Amendments to Section C of the Town Plan are hereby initiated and
referred to the Planning Commission for recommendation:

OF THE TOWN PLAN
1. Natural Resource Element objectives relating to the stream corridor buffer within the
developed, downtown reaches of Town Branch, North Branch, and Rock Spring
Branch.
2. Land Use Element objectives relating to currently approved small commercial
rezonings in various places in the Town and provide direction for future legislative
approvals.
3. Land Use Element objectives relating to the medium density residential use of the
developable land between the South King Street Bloom grocery store and Tuscarora
Creek.
4. Land Use Element objectives relating to industrial and auto-related uses in the
Southeast Planning Sector, mainly in the UGA/JLMA, consistent with the Land Use
Policy Map.
5. Land Use Element objectives relating to the maximum size of a grocery store for the
Community Commercial areas designated for the Southwest and Northeast Planning
sectors.
6. Transportation Corridor Objectives relating to North King Street and its functional
classification.
7. Community Facilities and Services Element objectives relating to the Town's
provision utilities into the UGA/JLMA.
8. Various sections of the Town Plan to make punctuation and other related clerical-type
changes to the text.
SECTION II. The following amendment to Appendix B, being attached to but not part of
the Town Plan, is hereby initiated and referred to the Planning Commission for recommendation:
Appendix B: Off-site Transportation Costs to adjust the cost figures as developments are
proposed over time.
SECTION III. The Planning Commission shall hold a public hearing to consider these
amendments to the Town Plan and Appendix B of the Town Plan, and report its recommendation

to the Town Council pursuant to Chapter 22, Title 15.2-2204 ofthe 1950 Code of Virginia, as
amended.
