A RESOLUTION: A WARDING THE SOUTH KING STREET TRAIL PHASE I
CONSTRUCTION CONTRACT
WHEREAS, the South King Street Trail Phase I project is a funded capital project; and
WHEREAS, in response to a public solicitation for construction bids of the South King
Street Trail Phase I project, the Town received seven bids on November 19, 2007, from the
following firms:
. Tessa Construction & Tech Company, LLC
$1,123,000.00
. A&M Concrete Corporation
$1,409,261.50
. Cube Construction Corporation
$1,416,319.65
. Jeffrey Stack, Inc.
$1,476,555.00
. Sagres Construction, Corp.
$1,548,636.40
. Omni Excavators, Inc.
$1,684,679.20
. Civil Construction, LLC
$2,626,264.00; and
WHEREAS, the bids were evaluated by the Director of the Department of Capital Projects
Management and the Chief Purchasing Officer in accordance with the Town's Purchasing Policy;
and
WHEREAS, Tessa Construction & Tech Company, LLC was determined to be the lowest
responsive and responsible bidder; and
WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and

CONSTRUCTION CONTRACT
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS, no additional funding is needed to award this contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
Tessa Construction & Tech Company, LLC in the amount of$I,123,000.00 for the construction of
this project.
