A RESOLUTION: OFFICIALLY DIRECTING STAFF TO CEASE ALL EFFORTS TO
DEVELOP AN OFF-LEASH AREA FOR DOGS AT THE MORVEN
MEADOWS PARK SITE, AND TO OFFICIALL Y REMOVE THE OLD
W A TERFORD ROAD TRAIL PROJECT FROM THE PROPOSED FISCAL
YEAR 2009-2013 CAPITAL IMPROVEMENTS PROGRAM BUDGET
WHEREAS, on June 26, 2007, Town Council Resolution # 2007-98 was approved, which
authorized the Town to enter into a formal agreement with the Westmoreland Davis Memorial
Foundation for use of28 acres located along Old Waterford Road for a public park inclusive of an
off-leash area for dogs; and
WHEREAS, the deed of lease was formally signed and executed by the Town of Leesburg
and the Westmoreland Davis Memorial Foundation on October 18,2007; and
WHEREAS, at its work session on March 10, 2008, the Town Council discussed issues
concerning the creation of an off-leash area for dogs at the Morven Meadows Park site; and
WHEREAS, Town Council members had many questions and concerns regarding development
an off-leash area for dogs; and
WHEREAS, residents of the adjacent community, Old Waterford Knolls, collectively
expressed opposition regarding establishment of this park; and
WHEREAS, the Proposed Fiscal Year 2009-2013 Capital Improvements Program Budget
includes a trail along Old Waterford Road for safe pedestrian access to Morven Meadows Park.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia:
SECTION I. Town staff will cease all efforts to develop an off-leash facility at the Morven
Meadows Park site and examine the feasibility of a site on Town owned land.

SECTION II. The Old Waterford Road Trail Project in the Proposed Fiscal Year 2009-2013
Capital Improvements Program Budget be removed for consideration.
SECTION III. Staff is directed to re-enter in discussions with the Westmoreland Davis
Memorial Foundation regarding modification of the lease.
