Board of Selectmen
July 29, 2015
A joint meeting of the Hopkinton Board of Selectmen and the School Committee was held on
Wednesday, July 29, 2015 at Town Hall, 18 Main Street, Hopkinton, Massachusetts in Room
215/216. Selectmen Present: Todd Cestari, John Mosher, Ben Palleiko, Brian Herr, John
Coutinho. Officials Present: Acting Town Manager Elaine Lazarus, Operations Assistant Jamie
Hellen.
CALL TO ORDER: Chairman Palleiko called the public meeting to order at 6:35 PM in Room
215/216 and began with the Pledge of Allegiance.
CENTER SCHOOL SCHEMATIC DESIGN: The Joint Boards met to discuss the schematic
design of the proposed Center School Building. The objective of the meeting was to make any
final comments on the proposed schematic design that is required to be submitted to the
Massachusetts School Building Authority (MSBA) by August 6th.
The Chair’s requested beginning the meeting with a 30-minute presentation by the Elementary
School Building Committee (ESBC). Chairman Joe Markey began with some opening remarks.
Consultants Jeff D’Amico and Tim Bonnafanti of Compass Project Management and several
other subcontractors gave an overview of the entire new building, with models and in depth
features to explain the school’s new operations.
After the conclusion of the presentation, the School Committee members individually asked
questions of the consultants and ESBC members. Following their questions, the Board of
Selectmen members individually asked questions of the consultants and ESBC members.
MOVED by Mr. Graziano to approve the ESBC submission of the Schematic Design submittal
to the Massachusetts School Building Authority for the Early Elementary School
project on August 6, 2015 subject to the construction estimate being consistent with the project
budget SECONDED by Ms. Nickerson. ROLL CALL: Ms. Scordino-Yes, Mr. Graziano-Yes,
Ms. Nickerson-Yes, Ms. Bertschmann-Yes, Ms. Knight-Yes. VOTE to Approve: Yes-5, No-0.
MOVED by Mr. Mosher to approve the ESBC submission of the Schematic Design submittal to

MOVED by Mr. Mosher to enter executive session to conduct strategy sessions in preparation
for negotiations with nonunion personnel relative to the Town Manager SECONDED by Mr.
Cestari. ROLL CALL: Mr. Mosher- Yes, Mr. Cestari-Yes, Mr. Coutinho-Yes, Mr. Palleiko-
Yes, Mr. Herr-Yes. VOTE to Approve: Yes-5, No-0.
ADJOURN: MOTION by Mr. Mosher to adjourn, SECONDED by Mr. Coutinho. VOTE to
Approve: Unanimous. Meeting adjourned at 8:50PM from executive session.
