HomeMy Public PortalAboutWWMSC Minutes 2002-12-19 WMSC ASTEWATER ANAGEMENT TEERING OMMITTEE Minutes of December 19, 2002 Members Present:(BOH)(BOWC)(BOS) Augusta McKusick ; Robert Rich ; John Hinckley ; Judith (ConsCom rep)(FinCom)(Planning Board) Bruce ; Carl Hevert ; Sims McGrath for Bill Wilcoxson ; Also Present:(Wright-Pierce) John Hodgkinson; Michael Giggey . The meeting convened at 10:00 a.m. ANNOUNCEMENTS: Hodgkinson announced that the Barnstable County Assembly of Delegates has approved $350,000 for wastewater management. Selection committee being formed to distribute the funds, possible WIC involvement. WIC RFP is out, the amount may be increased to $50,000. thrd January 2003 meetings: January 9 in Room A; January 23 in Room C. APPROVAL OF MINUTES: MOTION: John HinckleyJudith Bruce On a motion by , seconded by , the Committee voted to approve the minutes of December 5, 2002 with amendments. VOTE: 4-0-0 The vote passed unanimously . (McGrath did not vote) Report from Citizens Advisory Committee The Citizen's Advisory Committee met on December 16, 2002. Andree Yager reported that the Citizen's Advisory Committee needs a better understanding of the Wastewater program. All reports are on file at Snow Library and the Wastewater Management Steering Committee minutes are in the Planning office. McKusick suggested the need for a Powerpoint presentation describing the Wastewater management process. The next Citizen's Advisory Committee meeting is set for January 27, 2003. McKusick turned the meeting over to Michael Giggey (Wright –Pierce) for a discussion on Nitrogen loading. Giggey stated that there is a need to evaluate existing conditions and what will likely occur in the future thth towards buildout. Giggey referred to his December 13 and 16 letter to Meservey. Hinckley questioned whether all open land will eventually be developed, suggesting that some land will likely remain forever undeveloped. Wastewater Management Steering Committee Minutes – December 19, 2002 Page 1 of 2 Giggey suggested scaling back buildout to the likely buildout. Giggey recommended doing nitrogen analysis based on dwelling units & occupancy vs. number of bedrooms. Committee reviewed Giggey’s water use data compared to buildout numbers. Hinckley stated the need to document reasons for decisions, throughout the planning process. Giggey and Meservey agreed to work on larger database and sub-watershed. Giggey described Nitrogen loading from Tri-town plan using historic data. Committee discussed nitrogen loading sensitivity analysis. The next step is to take town-wide buildout, add likely buildout, then apply to each watershed. Committee briefly discussed the need to evaluate potential of tri-town septage plant. MOTION: Judith BruceBob Rich On a motion by , seconded by , the Committee voted to send a letter to the Board of Selectmen to pursue money for an evaluation of the Tri-town plant. VOTE: 5-0-0 The vote passed unanimously .
