Leesburg Human Resources Director Nancy Fixx
Announces Retirement
Leesburg, VA (August 30, 2012) – Nancy Fixx, Human
Resources Director for the Town of Leesburg, has
announced her retirement from the Town, effective
December 31, 2012. The Town’s first Human
Resources Department Director, Ms. Fixx has worked
for Leesburg for 31 years.
Nancy Fixx was hired by the Town of Leesburg in
August 1981 as the Accounting Supervisor in the
Finance Department. At that time, personnel
functions such as benefits and compensation were
handled by the Finance Department. In 1984, the
Town’s personnel functions were transferred to the
Town Manager’s Office and Ms. Fixx became the Town’s Personnel Assistant, working under the
direction of the Town Manager. She was promoted to Personnel Manager in 1990. In 1999,
the Personnel Department was created and Ms. Fixx was made its Director. Under Town
Manager Bob Noe, Nancy headed up the newly-created Training Division within the Human
Resources Department. She was appointed Human Resources Director in January 2007, and
has held that position since then.
When Nancy joined the Town in 1981, the Town had 66 full-time employees, with a Town
population of approximately 6,000. Today, the Human Resources Department provides support
for over 350 full-time employees. During her tenure with Leesburg, Ms. Fixx worked for five
Town Managers and saw the creation of five new departments. Shortly after she arrived, the
Utilities Department was separated from the Public Works Department. The other four
departments created are Parks & Recreation, Information Technology, Human Resources and
Plan Review. Other changes to the Town’s organization include the establishment of an
Economic Development Office, a full-time Town Attorney’s Office and the Thomas Balch
Library.
Nancy is originally from Arlington, Virginia. She attended National Business College in Roanoke,
Virginia. She and her husband, Mike, moved to Leesburg in 1976, and raised their two children
here.

“It’s been a great journey,” Nancy said recently. “I will always be grateful for being given so
many opportunities in a fast growing organization. The employees of the Town are very special
to me.
“We will never be able to replace Nancy,” commented John Wells, Leesburg’s Town Manager.
“She has been an integral part of the Town’s operations and she will be greatly missed. We
wish her and Mike all the best as they enjoy their retirement together.”
