A RESOLUTION: APPROVING THE BOUNDARY LINE ADJUSTMENT BETWEEN
THE COUNTY OF LOUDOUN, VIRGINIA, AND THE TOWN OF
LEESBURG, VIRGINIA (Loudoun County School Board-O'Connor)
WHEREAS, Section 15.2-3106 et seq. of the Code of Virginia (1950), as amended,
authorizes Virginia counties and towns to change the boundary lines existing between them by
agreement in accord with specified statutory procedures contained therein; and
WHEREAS, the Annexation Area Development Policies adopted by the Leesburg Town
Council and Loudoun County Board of Supervisors authorize the annexation of land located
within the LAMP area.; and
WHEREAS, the properties are located outside the Leesburg Corporate Limits and are just
north of and contiguous with the Town of Leesburg on the west side of Business Route 15; and
WHEREAS, the Loudoun County School Board has applied for incorporation into the
Town limits; and
WHEREAS, there are 137 acres ofland, more or less, (to include the public right of way)
owned by Loudoun County Public Schools, also known as O'Connor(the "O'Connor Property"),
located within an unincorporated area of the County; and
WHEREAS, the Council proposes that the existing boundary line between the County
and the Town should be changed in accordance with the terms contained within the Boundary
Line Adjustment Agreement set forth in Attachment 1 to this Resolution:
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:

THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
WHEREAS, the Council of the Town of Leesburg adopted Resolution No. 2008-122 on
July 22, 2008, to authorize the Town Manager to commence proceedings with the County of
Loudoun to complete a Boundary Line Adjustment to expand the Town's corporate limits to
encompass the aforesaid 132 acres ofland, more or less, a copy of which Town Resolution is
Attachment 1 to this Resolution; and
WHEREAS, the Town of Leesburg, following the notice required by Section 15.2-3107
of the Code a/Virginia (1950), as amended, has conducted a duly advertised public hearing on
the matter on August 12, 2008 and determined that it is appropriate for said land to be

incorporated within the Town's corporate limits for such purposes; and
WHEREAS, the Board of Supervisors of Loudoun County and the Council of the Town
of Leesburg concur that the existing boundary line between the County of Loudoun and the Town
of Leesburg should be changed in accordance with the Boundary line Adjustment Agreement set
forth in Attachment 2 to this Resolution.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Town of Leesburg hereby approves the Boundary Line Adjustment
Agreement as set forth in Attachment 2 to this Resolution.
SECTION II. The Attorney for the Town of Leesburg is hereby authorized to act on
behalf of the Town of Leesburg to cooperate with the Attorney for the County of Loudoun in the

preparation, execution, filing, and recordation of any documents, pleadings, and orders necessary
to ensure the entry and recordation of a Court order designating and establishing the new
boundary line.
