A RESOLUTION: A WARDING THE CONSTRUCTION MANAGEMENT SERVICES
CONTRACT FOR THE LOWENBACH STREET IMPROVEMENT
PROJECT TO VOLKERT & ASSOC., INC.
WHEREAS, the Lowenbach Street Improvements project is a funded Capital Improvement
Project; and
WHEREAS, in response to a public solicitation to provide Construction Management
Services on the Lowenbach Street Improvements Project, the Town received five proposals from
the following firms:
· Volkert & Associates, Inc. of Alexandria, Virginia
· Alpha Corporation of Dulles, Virginia
· McDonough Bolyard Peck of Fairfax, Virginia
. A TCS, PLC of Dulles, Virginia
· McCarron Construction Management, LLC of Warren ton, Virginia; and
WHEREAS, the received proposals were evaluated by a selection committee in accordance
with the Town's purchasing policy; and
WHEREAS, Volkert & Associates, Inc. was rated first by the selection committee to
provide the construction management services for the Lowenbach Street Improvements project; and
WHEREAS, the Director of Capital Projects Management and the Chief Purchasing
Officer recommend awarding the Construction Management Services contract for the Lowenbach
Street Improvements Project to Volkert & Associates, Inc.; and

ASSOC., INC.
WHEREAS, Volkert & Associates, Inc. will have multiple tasks related to the
Lowenbach Street Improvements Project such as: constructability review, assistance with utility
relocation coordination, and the project inspection and management; and
WHEREAS, this is an hourly not to exceed contract; and
WHEREAS, there are sufficient funds in the Lowenbach Street Improvements Project to
award this contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney,
with Volkert & Associates, Inc. in the amount of $819,894 for the Construction Management
Services on Lowenbach Street Improvements Project.
