JULY 7, 1988

Subdivision Regulations Focus Groups

Discussion of semi -truck parking at restaurants by Page.

ITEM #2: Page moved approval of the May 26, 1988 Public Hearing minutes.
Davis seconded.
Unanimous.
ADDITION: Page said she feels that there is a need for parking spaces at
restaurants with a high traffic count to accomodate semi -truck
parking. She has seen a problem at Hardee's in that the semi -
trucks are parking on the edge of the right-of-way. Maybe we
should have a Zoning Ordinance amendment. The Board discussed
this and thought that as an immediate relief that a letter should
be sent to the Town Board requesting that No Parking signs should
be erected in front of Hardee's. The Board realized that then the
Town would have to request this action from the NCI)OT.
ITEM #4: Culbreth introduced Wendy Olson, a NCSU Landscape Architect master'E
student and Hillsborough resident to the Board• He explained that
Wendy will be doing a Land Use survey as part of her project on
walkways in Hillsborough.
Olson passed out her project proposal and outline (see agenda).
She said that pedestrians have a dangerous route in Hillsborough.
She would like to interview the Board members as they have a
wealth of knowledge about the Town. She encourages members to
remember paths during their subdivision review.
Murphy said that at least one sidewalk is needed from I-85 to
downtown as it is much used and dangerous.
Evans said that the Nash St. area is dangerous as there are
schools there and hills and it is used alot by children.
Rose said there would be a problem here in providing sidewalks
because the homes are so close to the street. This is a problem
in many areas of Town.
Rose asked how this affected our Land Use windshield survey.

Culbreth replied that we can write the Land Use section later and
for now rewrite the statistics section of the Land Use Plan.
Olson said she will be calling on members and all agreed to help
her. Rose thanked her for her work and interest in the Town.
ITEM #4A: A courtesy review of the Trail's End Major Subdivision of 2 lots
was presented by Rigsbee. There would be a private road and the
Seven -Mile Creek is on the rear of the property but a generous
required buffer had been provided.
Cates noted that Dimmocks Mill Rd. was on the Thoroughfare Plan.
Rigsbee checked and said that a 100' right-of-way is proposed for
the future.
Page moved to recommend approval of the subdivision with the
observation that Dimmocks Mill Rd. is on the Thoroughfare Plan
and additional right-of-way may be required.
Murphy seconded.
Unanimous.
ITEM #5: Rigsbee introduced Jack Smyre who is the agent on the Senate
Properties subdivision which will be coming to the Board in the
future. She explained that for the Board's information and
study that Smyre and others had brought this subdivision for
the Board to study as they review the Subdivision Regulations.
Smyre explained the realignment of Murdock Rd. and the lot layout.
Rigsbee then went over the adopted Subdivision Regulations page
by page with the Board asking questions and with minor discussion.
The Board agreed that they would like:
- to have Rigsbee bring the minor subdivisions and exempt surveys
to the meetings for informational purposes
- would like to receive the agenda packets earlier if possible
- would like the plats stamped with the received date so a
deadline is not missed
ITEM #5B: The Board agreed to form into the following Focus Groups to
review future subdivision. Each group would focus in their area
but, of course, will comment on any aspect of the subdivision.

The Board said they would like to see the forms that Rigsbee
develops regarding subdivisions.
