A RESOLUTION: INITIATING AN AMENDMENT TO THE TOWN PLAN TO CHANGE
THE DESIGNATION OF MAJOR OPEN SPACE FOR PARCEL 232-
28-3893 AND A PORTION OF PARCEL 232-38-9290 TO
DOWNTOWN
WHEREAS, on September 13, 2005 the Town Council adopted a revision to the Town
Plan and at the same time endorsed the action programs and transportation cost data set forth in
appendices A and B to the revised Town Plan; and
WHEREAS, the Town Plan designates parcel 232-28-3893 and a portion of parcel 232-
38-9290, immediately east ofOlde Izaak Walton Park, as Major Open Space; and
WHEREAS, a property-owner has discussed with staff several possible development
options for several parcels that are inconsistent with the Major Open Space designation for a
portion of his proposed development; and
WHEREAS, consideration of these amendments will enhance the effectiveness of the
adopted Town Plan; and
WHEREAS, the public necessity, convenience, general welfare and good planning
practice require consideration of the proposed amendments; and
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. At amendment to the Town Plan is hereby initiated and referred to the
Planning Commission for recommendation: to change the Major Open Space classification to
Downtown for parcel 232-28-3893 and a portion of parcel 232-38-9290.

SECTION III. The Planning Commission shall hold a public hearing to consider these
amendments to the Town Plan and Appendix B of the Town Plan, and report its recommendation
to the Town Council pursuant to Chapter 22, Title 15.2-2204 of the 1950 Code of Virginia, as
amended.
