A RESOLUTION: REQUESTING THE VIRGINIA DEPARTMENT OF TRANSPORTATION
(V DOT) TO ESTABLISH THE CONSTRUCTION OF THE SYCOLIN ROAD
OVERPASS AS THE FIRST PHASE OF CONSTRUCTION OF THE ROUTE7/15
BYPASS WIDENING PROJECT
WHEREAS, a project to widen the Route 7/15 Bypass from 4 to 6 lanes including an overpass of
Sycolin Road over the Route 7/15 Bypass is in the adopted Six-Year Improvement Program identified as
UPC 16006 (see attached); and
WHEREAS, funding a11ocations through FY2014 show that $24,252,000 will be available in
FY2014 with a total project cost of$54,711,000; and
WHEREAS, project design and construction of the Sycolin Road overpass are expected to cost
$24,200,000; and
WHEREAS, elimination of the Route 7/15 Bypass/Sycolin Road intersection is a high priority for
the Town of Leesburg; and
WHEREAS, sufficient funds are planned for this project to a110w the construction ofthe Sycolin
Road overpass as the first phase of construction ahead of the lane widening; and
WHEREAS, Loudoun County supports the early construction of the Sycolin Road overpass; and
WHEREAS, VDOT has agreed to schedule the construction of the Sycolin Road overpass as a first
construction phase if requested by the Town of Lees burg.
THEREFORE, RESOLVED by the Council ofthe Town of Lees burg in Virginia that VDOT is
requested to establish a project schedule for the widening of the Route7/15 Bypass project, which
constructs the Sycolin Road overpass as a first stage of construction.
