A RESOLUTION: ENDORSING THE APPLICATION AND AUTHORIZING THE TOWN
MANAGER TO EXECUTE THE APPLICATION FOR A
TRANSPORTATION ENHANCEMENT GRANT FOR THE
DOWNTOWN STREETLIGHTS PROJECT
WHEREAS, the Downtown Streetlights project is an identified capital project in the
Town's FY 2009-2013 Capital Improvement Program; and
WHEREAS, the installation of new historically-appropriate streetlights will enhance the
aesthetics of downtown, preserve and maintain the identity and character of the Historic District,
foster economic development, improve safety for pedestrians and automobiles; and
WHEREAS, the Virginia Commonwealth Transportation Board previously provided partial
funding of the project through a FY 2006-2007 Transportation Enhancement Grant in the amount
of $200,000; and
WHEREAS, the Virginia Commonwealth Transportation Board has notified the Town that
it will award additional funding of the project through a FY 2008-2009 Transportation
Enhancement Grant in the amount of $200,000; and
WHEREAS, the Town is eligible for an additional Transportation Enhancement Grant that
could be used to further fund the replacement of streetlights; and
WHEREAS, a public notice has been posted of the intent to apply for grant funds; and
WHEREAS, in accordance with the Commonwealth Transportation Board allocation
procedures, it is necessary that a request by resolution be received from the local government in

order for the Virginia Department of Transportation to accept an application for a transportation
enhancement project in the Town.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Town Council requests the Commonwealth Transportation Board to
provide additional funding for the replacement of streetlights in the Historic District through the
FY 2009-2010 SAFETEA-LU Transportation Enhancement Program.
SECTION II. The Town Manager is authorized to execute any and all documents
associated with the grant application.
SECTION III. The Town of Leesburg hereby agrees to pay a minimum 20 percent of the
total cost for planning and design, right-of-way and construction of this project, and that, if the
Town subsequently elects to cancel this project, the Town hereby agrees to reimburse the Virginia
Department of Transportation for the total amount of costs expended by the Town through the date
the Department is notified of such cancellation.
