A RESOLUTION: SUPPORT FOR A JOINT ENVIRONMENTAL ADVISORY
COMMISSION AND ECONOMIC DEVELOPMENT COMMISSION
SYMPOSIUM
WHEREAS, the Leesburg Town Council Focus Areas include: Business
Environment/Economic Development, Finance, Town Environment/Quality of Life, Land
use/Growth Management, Governance Efficiencies that support a diverse and viable economic
base throughout the Town, financial stability, effective stewardship of the environment and
sustainable development and providing a superior level of service to the citizens and community;
and
WHEREAS, the Town adopted a resolution to commit to a goal of 10% reduction in
Town operations energy use by June 30, 2012 as measured from July 1,2007; and
WHEREAS, the Town was the recipient of the Virginia Municipal League "Green
Government" award; and
WHEREAS, the Town is committed to sound economic development and wise
environmental policies and practices to provide a better place to live, to work and to do business;
and
WHEREAS, the Town Plan calls for securing energy savings and air quality benefits for
the Town and region; and
WHEREAS, the Town Plan Natural Resources Objectives calls for the protection,
conservation and restoration of natural areas and resources; and
WHEREAS, the Town Environmental Policy states the Town of Leesburg is committed
to the effective stewardship of the environment and promoted its protection; and

SYMPOSIUM
WHEREAS, the Environmental Advisory Commission and Economic Development
Commission endorse the symposium.
THEREFORE RESOLVED by the Leesburg Town Council as follows:
SECTION I. That the Town Council approves a symposium co-sponsored by the
Environmental Advisory Commission and Economic Development Commission to facilitate a
discussion on ways the Town can be a leader in achieving measureable, beneficial environmental
and economic goals in March 2009.
SECTION II. That the symposium focus on the Town of Leesburg as a leader in the
adoption and implementation of programs and practices that result in economically and
environmentally sound development practices.
SECTION III. That participants of the symposium include: the Mayor and Council, Town
Manager, Boards and Commissions, Department heads and interested staff, representatives from
the Loudoun County Board of Supervisors.
SECTION IV. That an open house for those who live or work in the Town be held
following the symposium on the same day as a way to ensure all are kept informed and included
in the process.
SECTION V. That the Town sponsor a follow-up program in the Fall 2009 to focus on
the business community and specific practices that they may adopt in support of the Town
programs and policies that promote environmentally-sensitive and economically viable
development practices.
SECTION VI. The cost for the symposium will be pursued through sponsorships, in-kind
donations, grants, or partnerships with other organizations.
