A RESOLUTION: FIRST NIGHT LEESBURG ORGANIZATION STRUCTURE AND
AGREEMENT
WHEREAS, since 1986, First Night Leesburg has provided a community-wide
Celebration ofthe Arts on New Year's Eve; and
WHEREAS, First Night Leesburg was organized to provide an alcohol free public event
for Leesburg, Loudoun County, and the nearby communities that presents a wide variety of high
quality, family-oriented entertainment; and
WHEREAS, First Night Leesburg is an established 501 (c) 3 to handle organizational and
funding coordination for the annual event; and
WHEREAS, the First Night Board of Directors is requesting that to maintain the long
term financial and operational viability of the event that the Town Council consider directly
contracting with the program provider (Bluemont Concert Series); and
WHEREAS, the Town Council looks forward to potentially working in a contractual
arrangement to allow for direct involvement in the program design to insure a vibrant and
exciting program each New Year's Eve.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Council directs staffto work with the Bluemont Concert Series and other private and
public funding partners on a draft Agreement for consideration by the Town Council before
March 31, 2009, to allow for ample time for any transition that would need to be in place before
December 31, 2009.
