PRESENT: Mayor Brad Andersen, Council members Steve Elliott, Jane Shaw, Dan
Gubler, Dennis McArthur, Clerk Betty McKinlay, Public Works Supervisor Zech Prouse
No Visitors.
The Council discussed the water rate fee. Mayor Andersen recommended raising the rate
to $27.50. Council members Dan Gubler and Steve Elliott thought raising it to $30.00
would be better and $40.00 for outside users.
The Council discussed the water bond and what the City looks for in the future.
Brad asked the Council to bring their Code books to Betty so she can insert the new
pages and assign a number to them.
Brad asked the Council to review the Personnel Policy and come back next month with
comments.
Council member Dan Gubler discussed the news letter. Dan also discussed the
Comprehensive Plan. Dan explained what his conversation was with the County in
regards to our impact area. Dan's proposal to the Council is people that have land
contiguous to the City and want our water services will be annexed into the City. The
County will enforce development contiguous to our impact area and our request to have
people annexed into the City.
Brad discussed a motion and what it means when the Council make a motion or second a
motion. He also explained forced annexation. Our Attorney advised not to do forced
annexation if we do not have to. Brad discussed the public hearing held for Dennis
McArthur. He explained to the Council that feelings and biases need to be kept out of
decision making. The Code Book needs to be followed. Brad felt the Conditional Use
Permit Dennis presented would have required two water payments. The Mayor said he is
getting educated and learning.
The Mayor said he and Council member Jane Shaw discussed open meetings. Last
month there was some controversy over the phone system. May be it should have been
presented in the special Council meeting.
Meeting was closed at 6:30 p.m.
