REGULAR COUNCIL MEETING, APRIL 3, 2017
CALL TO ORDER
The Regular Council Meeting of April 3, 2017, was convened at 6:00 P.M. by President
Pro Tempore Rick Mihalevich in the absence of Mayor Carrie Tergin.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Branch, Henry, Hussey, Luebbert, Mihalevich, Schreiber, Ward,
and Wiseman
Absent: Graham and Prather
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Hussey, seconded by Councilman Schreiber, to
adopt the agenda with the addition of an item 7(b), “Presentations by Staff,
Consultants, and Invited Guests” as discussed in the pre -meeting. The motion to adopt
was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Proclamation – “April is Fair Housing Month” – Presented to Debbie Porter, President,
of the 2017 Jefferson City Area Board of Realtors, and Ms. Molly Crenshaw, 2017
Outreach Awareness Diversity Chair. Following their presentation, they accepted the
proclamation from President Pro Tempore Mihalevich.
Ms. Porter and Ms. Crenshaw then presented the Jefferson City Area Board of Realtors
“Fair Housing” Poster Contest Winners who came forward to accept their award and a
City Coin from President Pro Tempore Mihalevich.
Councilman Ken Hussey read and presented a proclamation “Declaring April as
Volunteer Month” to Ms. Janet Wear Enloe on behalf of MissionJC and Mr. J. J. Gates
on behalf of Serve Jeff City. He stated more information can be found about this year’s
volunteer opportunities at www.servejeffcity.org and www.missionjc.org.

President Pro Tempore Mihalevich presented a proclamation for “Arbor Day” to Parks
and Recreation Staff Member J. J. Gates who explained the procla mation will help the
City retain its status as a “Tree City USA.”
President Pro Tempore Mihalevich presented a proclamation on “Child Abuse
Prevention Month” to Ms. Annie Wilson and Mr. Nathan Kempf from Missouri KidsFirst.
Following a presentation by Ms. Wilson, they accepted the proclamation from President
Pro Tempore Mihalevich.
PUBLIC HEARINGS
There were no public hearings scheduled at this time.
APPOINTMENTS BY THE MAYOR
There were no appointments recommended at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Councilman Larry Henry introduced Misses Olivia Hennon and Margaret Romph who
made a presentation regarding an upcoming fundraiser event for “Little Box of
Sunshine,” an organization formed to help raise awareness an d funds for children with
disabilities. Ms. Hennon announced that the event would be a 5K Walk/Run held on
Saturday, April 29, beginning at 8:00 a.m. at the West Edgewood Drive Greenway Trail.
President Pro Tempore Mihalevich and Councilman Henry commended Ms. Hennon for
her initiative in establishing this organization and thanked her for her presentation.
President Pro Tempore Mihalevich introduced Mr. Patrick Lee, a special guest who is a
Thomas Jefferson impersonator. Mr. Lee performed a dramatization of Mr. Jefferson in
honor of his birthday, and presented the City with a framed document with a request
that it be hung in City Hall in commemoration of Mr. Jefferson’s contribution to the
establishment of our nation.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Mayor’s Announcements:
President Pro Tempore Mihalevich made the following announcements on behalf of
Mayor Tergin:

The Mayor emceed the Vitae breakfast Thursday, March 30, with spec ial guest
Elisabeth Hasselbeck, and thanked everyone who had attended.
Mayor Tergin planted a tree with Rotary International President -Elect Ian Riseley
at Rotary Centennial Park.
National Walking Day, also known as “Wear Tennis Shoes to Work Day” would
occur on Wednesday, April 5. City employees who can were encouraged to wear
tennis shoes on that day.
An “Eclipse” meeting would occur on Thursday, April 6, at 5:30 p.m. at the
Capital Mall Community Room.
The Mayor reminded citizens to be sure to vote on Tuesday, April 4.
Staff Announcements:
Interim Planning & Protective Services Director Sonny Sanders announced the
dates for this year’s “Bulky Trash Pickup and stated that detailed information can
be found on the City’s website.
Fire Chief Matt Schofield announced that “Fire Service Legislative’ Day” at the
Capitol building would occur on W ednesday, April 5.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Lincoln Liaison Jonathan Jackson was not present to give a report.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
The following persons spoke regarding specific bills:
Mr. Jon Alewel, Bill 2016-120 (sale of tobacco to persons under 21). He stated his
opposition to the bill.
Mr. Brian Bernskoetter, Jefferson City Area Board of Realtors, Bill 2016-129 (Capitol
Avenue Conservation and Overlay district). He mentioned specific sections of the bill he
opposed.

presented, seconded by Councilman Henry, and approved unanimously.

ADJOURNMENT
As there was no further business to come before the Council at this time, a motion for
adjournment was made by Councilman Hussey, seconded by Councilwoman Ward, and
approved unanimously at 8:13 P.M.
