A RESOLUTION: AWARDING THE COUNTRY CLUB STORM DRAINAGE
IMPROVEMENTS PROJECT CONSTRUCTION CONTRACT
WHEREAS, the Country Club Storm Drainage Improvements project is a funded capital
project; and
WHEREAS, in response to a public solicitation for construction bids of the Country Club
Storm Drainage Improvements project, the Town received thirteen bids on November 13, 2008,
from the following firms:
. William A. Hazel, Inc.
. E.E. Lyons Construction Co., Inc.
. Wm. B. Hopke Co., Inc.
. Jeffrey Stack, Inc.
. Mid-Atlantic Site Development
. Finley Asphalt & Sealing
. R.L. Rider & Company
. Tessa Construction & Tech Company LLC
. A&M Concrete Corporation
. Arthur Construction Co., Inc.
. Heritage Contracting of WV, LLC
. Omni Excavators, Inc.
. Sagres Construction
$281,708.50

WHEREAS, the bids were evaluated by the Assistant Director of the Department of Capital
Projects Management and the Chief Purchasing Officer in accordance with the Town's Purchasing
Policy; and
WHEREAS, William A. Hazel, Inc. was determined to be the lowest responsive and
responsible bidder; and

WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS, no additional funding is needed to award this contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
William A. Hazel, Inc. in the amount of$281,708.50 for the construction of this project.
