Mary Schantz seconded the motion. Motion passed. Approval of Minutes Kevin Kelly moved the minutes from the March 14th Regular Meeting be accepted. Bill Gerling seconded. Motion passed. Section 106 Review The commission and members attending the meeting discussed the following Section 106 Review submittals for demolition of residential structures. a. 1204 E High St. -Jane Moore moved documentation has been provided. There is limited information provided in regards to historic properties affected by the current projects and is approved by this commission. Bill Case seconded the motion. Motion passed. b. 803 Montana - Mary Schantz moved documentation has been provided. There is limited information provided in regards to historic properties affected by the current projects and is approved by this commission. Terry Rademan seconded the motion. Motion passed. c. 1113 Park Avenue- Mary Schantz moved documentation has been provided. There is limited information provided in regards to historic properties affected by the current projects and is approved by this commission. Bill Case seconded. Motion passed. Old Business a. Certified Local Government Forum -Terri Rademan reported on the April 7th CLG Forum. Lauren Henry,Terri Rademan, Doug Record, and Sarah Hoeller attended the forum. b. Proposed Demolition Ordinance -Terri Rademan moved to change the verbiage of Article Ill - Sec. 8-32, Part F, Number 7 to add the following at the end of the presented statement, "for the purposes of appeal." Doug Record seconded. Motion passed. Mary Schantz moved to accept the amendments presented in the Memorandum from city staff regarding the Historic Preservation Commission Boundary verbiage. Jane Moore seconded. Motion passed. Jane Moore moved to add the following checklist onto the application for demolition. These are some of the general criteria used by the Historic Preservation Commission to review the historic nature of your demolition application. Bill Gerling seconded the motion. Motion passed. Section 8- 44 C- Check the following boxes that apply to the structure(s)proposed for demolition. Its character, interest, or value as part of the development, heritage or cultural characteristics of the community, county, state or nation; Its location as a site of a significant local, county, state or national event; Its identification with a person or persons who significantly contributed to the development of the community, county, state or nation; Its embodiment of distinguishing characteristics of an architectural style valuable for the study of a period, type, method of construction or use of indigenous materials,. Its identification as a work of a master builder, designer, architect, or landscape architect whose individual work has influenced the development of the community, county, state or nation; Its embodiment of elements of design, detailing, materials, or craftsmanship that render it architecturally significant; Its embodiment of design elements that make it structurally or architecturally innovative; Its unique location or singular physical characteristics that make it an established or familiar visual feature; or Its character as a particularly fine or unique example of a utilitarian structure, including, but not limited to,farmhouses, gas stations, or other commercial structures, with a high level of integrity or architectural significance. DEMOLITION PERMIT REVIEW Property is associated with events that have made a significant contribution to our history. Property is associated with the lives of persons significant in our past. Property embodies the distinctive characteristics of a type, period or method of construction, or represents a work of a master, or possesses high artistic values. Property has a visual or spatial relationship to designated or potential landmarks or districts. Property is in disrepair or structurally unsound Property appears to be practical to rehabilitate The Historic Preservation Commission reviewed this property and makes the following recommendation to the Department of Planning and Protective Services Director: ❑ There will be "no historic properties affected” by the demolition and the permit is recommended for approval by this commission. ❑ Demolition will have a "no adverse effect" and the permit is recommended for approval by this commission. ❑ Demolition will have an "adverse effect" and the permit is not recommended for approval by this commission. STAFF REPORT HISTORIC PRESERVATION COMMISSION—CITY OF JEFFERSON,MISSOURI May 3,2017 Demolition Application for 816, 820&824 Southwest Blvd. Application filed by Joe Machens Ford, property owners,for the demolition of the structures. The purpose of the request is that Joe Machens intends to move their used vehicle display to this area of the properties.Other property improvements include building a Quick Lube where their existing used display area next to Wears Creek.Joe Machens has gone through Board of Adjustment for buffer yard width variance which was approved during the April 11,2017 meeting.City Council approved the rezoning of the insurance office(824 Southwest Blvd)on April 17,2017. NATURE OF REQUEST This property consists of a residential house, office building, shed and garage. The only properties older than 50 years old are the office building and the residential house that was converted into an insurance office. The residential house is under purchase contract with Joe Machens pending the approval of the rezoning;which was approved on April 17,2017. The property owner desires to complete site improvements by restructuring the layout of the building(s)and used car display area. STAFF ANALYSIS According to the demolition application, the office building & residential house was constructed in 1965. The shed and garage were installed and/or constructed sometime after 1980 which are less than 50 years old and will not be the basis for review by the Historic Preservation Commission. With the current use of the structures being commercial in nature, MidMoGIS does not display the year built. MidMoGIS 1960 Aerial Photo appears to not show any structures within the proposed demolition area, but the MidMoGIS 1974 Aerial Photo does. STAFF RECOMMENDATION In reviewing Section 8-44 C, Criteria for Nomination (as outlined above), the structures do not appear to hold any historical significance in terms of heritage, cultural or architecturally. The surrounding properties of the area are all newer construction, therefore the demolition would not have any effect on the historical integrity of the neighborhood. FORM OF MOTION Motion that there will be "no historic properties affected" by the demolition and the permit is recommended for approval by this commission. A negative response by the Historic Preservation Commission is not grounds for denying a demolition permit.
