A RESOLUTION: APPROVING SPECIAL EXCEPTION TLSE-2008-0005 GIBSON
STREET ELDERL Y HOUSING TO PERMIT AN AGE RESTRICTED
RESIDENTIAL FACILITY IN THE MEDICAL-HOSPITAL CENTER
DISTRICT
WHEREAS, PR Construction has requested a Special Exception to permit a 19-unit
elderly (age restricted) housing facility in the MC, Medical-Hospital Center Zoning District; and
WHEREAS, a duly advertised Planning Commission public hearing was held on
November 20, 2008; and
WHEREAS, at their regular meeting of November 20, 2008 the Planning Commission
recommended conditional approval of this application to the Town Council; and
WHEREAS, the Town Council held a duly advertised public hearing on this application
on December 9,2008; and
WHEREAS, the staff recommends conditional approval; and
WHEREAS, the Council has concluded that the approval of the application would be in
the public interest and in accordance with sound zoning and planning principles.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that
Special Exception application TLSE-2008-0005, Gibson Street Elderly Housing on Gibson
Street, N.W., identified in the Loudoun County Land records as Parcel Identification Number
230-17-6511, is hereby approved subject to the following conditions:
1. Conformance Standard. Development of this property shall be in substantial
conformance with the Special Exception Plat entitled "Property of Gibson-Cornwall
LLC" dated April 4, 2008 and revised through October 16, 2008, Sheets 1 through 4,
prepared by Wolford & Chen, P.C.; and the architectural elevations entitled "Gibson
Street Project" dated August 20,2008, Sheets 1 through 3, prepared by W. A. Brown &
Associates, P. C.

2. No Waivers Implied. Approval of this special exception does not express or imply any
waiver or modification of the requirements set forth in the Subdivision and Land
Development Regulations, the Zoning Ordinance, or the Design and Construction
Standards Manual (DCSM) except as specifically approved by Town Council or as
shown as approved by Town Council on the Special Exception Plat and supporting
documents.
3. Light Pole Height. All free standing light poles erected on the property shall not be any
higher than 15 feet, including the base.
4. Retaining Wall Material. Any necessary retaining wall shall be constructed of masonry
and faced by brick or stone.
