A RESOLUTION: AUTHORIZING THE ISSUANCE OF A SIGN PERMIT PURSUANT
TO ZONING ORDINANCE SECTION 15.9.7. UNUSUAL SITE
CONSTRAINTS FOR THE HOMEWOOD SUITES HOTEL SITUATED
ON FORT EVANS ROAD, NE ON PROPERTY IDENTIFIED BY
LOUDOUN COUNTY LAND RECORDS AS PARCEL
IDENTIFICATION NUMBER 188-18-2418.
WHEREAS, Liberty Hospitality Partners LP is constructing a 91-room, four story
extended stay hotel (Homewood Suites) on Fort Evans Road, NE on property identified by
Loudoun County Land Records as Parcel Identification Number 188-18-2418; and
WHEREAS, due to unusual site conditions, the Homewood Suites hotel building will be
partially blocked from view from the Leesburg Bypass; and
WHEREAS, Town of Leesburg Zoning Ordinance Section 15.7.2.C.2limits the height of
wall-mounted signs to 25 feet or to the bottom sill of any second floor window, whichever is
lowest; and
WHEREAS, This unusual site condition will block the view of any wall mounted sign
placed at the height required by Section 15.7.2.C.2 from the Leesburg Bypass, and thereby
prohibit the ability to obtain effective signage on the Homewood Suites property from the
Leesburg Bypass; and
WHEREAS, it is appreciated that hotels serve out-of-town travelers, many of whom will
reach Leesburg via the Leesburg Bypass, which makes visibility of any signage from the
Leesburg Bypass of paramount importance to the function of a hotel in this location; and
WHEREAS, Town of Leesburg Zoning Ordinance Section 15.9.7 Unusual Site
Constraints stipulates that "[W]hen unusual building site conditions prohibit the ability to obtain

IDENTIFICATION NUMBER 188-18-2418.
effective signage, the Zoning Administrator may issue sign permits which comply with the intent
of this article (Article 15 Signs) upon authorization by Town Council"; and
WHEREAS, staff recommends Town Council authorize issuance of sign permits in
pursuit of Zoning Ordinance Section 15.9.7 Unusual Site Constraints.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that
authorization is hereby given for a wall mounted sign to be erected on the building situated on
property identified in Loudoun County Land Records as Parcel Identification Number 188-18-
2418, the following limitations regarding that sign shall apply:
1. No more than one wall-mounted sign shall be installed on the fayade facing the Leesburg
Bypass (south fayade) up the height of the eave on a pitched roof building, or up the
bottom of the parapet on a flat-roofed building.
2. This authorization does not express or imply any waiver or modification of any other
applicable requirements set forth in the Subdivision and Land Development Regulations,
the Zoning Ordinance, or the Design and Construction Standards Manual (DCSM).
