A RESOLUTION:
A WARDING THE CONSTRUCTION MANAGEMENT AND PROJECT
MANAGEMENT CONTINUING SERVICES CONTRACT TO ALPHA
CORPORATION, VOLKERT & ASSOCIATES, AND MCDONOUGH
BOLYARD PECK
WHEREAS, in response to a public solicitation for Construction Management and Project
Management services for the Town's capital projects, 7 proposals were received from the following firms:
. Alpha Corporation
. Volkert & Associates
. McDonough Bolyard Peck
. KCI Technologies
. Hill International
. EA Engineering, Science, and Technology
. Atlantic Development Partners; and
WHEREAS, the received proposals were evaluated by an evaluation committee in accordance with
the Town's purchasing policy and the requirements ofthe Request for Proposals; and
WHEREAS, the selection committee selected Alpha Corporation of Dulles, Virginia, Volkert &
Associates, Inc. of Alexandria, Virginia, and McDonough Bolyard Peck, Inc. of Lees burg, Virginia to be the
top ranked firms; and
WHEREAS, the contracts for Construction Management and Project Management continuing
services will be for an initial period of twelve (12) months and renewable for up to two (2) additional
consecutive periods of one (1) year; and
WHEREAS, Construction Management and Project Management services are to be provided on a
project-by-project basis and each task order will be less than $100,000; and
WHEREAS, the total aggregate amount of the task orders shall not exceed $500,000 per year per
contract; and

BOLYARD PECK
WHEREAS, the Assistant Director of Capital Projects Management recommends award of
contracts for Construction Management and Project Management Services to Alpha Corporation, Volkert
& Associates, and McDonough Bolyard Peck.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the Town
Manager is authorized to execute contracts, in a form approved by the Town Attorney, for Construction
Management and Project Management services with Alpha Corporation, Volkert & Associates, and
McDonough Bolyard Peck.
