A RESOLUTION: A WARDING THE EDWARDS FERRY AT COLONIAL SQUARE
DRAINAGE IMPROVEMENTS PROJECT CONSTRUCTION
CONTRACT
WHEREAS, the Edwards Ferry at Colonial Square Drainage Improvements project is a
funded capital project; and
WHEREAS, in response to a public solicitation for construction bids of the Edwards Ferry
at Colonial Square Drainage Improvements project, the Town received nine bids on January 13,
2009, from the following firms:
. William A. Hazel, Inc.
. General Excavation, Inc.
· Madigan Construction, Inc.
· Tessa Construction & Tech Company LLC
. Omni Excavator, Inc.
. R.L. Rider & Company
. Sagres Construction
. Total Development Solutions
. Jeffrey Stack, Inc.
$643,900.00
$651,329.99
$659,762.14
$383,000.00
$668,316.00
$688,113.00
$787,630.00
$807,373.00
$811,415.00; and
WHEREAS, the bids were evaluated by the Assistant Director of the Department of Capital
Projects Management and the Chief Purchasing Officer in accordance with the Town's Purchasing
Policy; and
WHEREAS, William A. Hazel, Inc. was determined to be the lowest responsive and
responsible bidder; and
WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and

CONTRACT
WHEREAS, no additional funding is needed to award this contract.
THEREFORE, RESOLVED by the Council ofthe Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
William A. Hazel, Inc. in the amount of $643,900.00 for the construction of this project.
