A RESOLUTION: APPROVING A COMPREHENSIVE REVISION TO THE OLD AND
HISTORIC DISTRICT DESIGN GUIDELINES
WHEREAS, in 1963 the Town Council designated a historic district "to preserve the
unique cultural heritage represented by the original section of the Town"; and
WHEREAS, the Town Council created the Board of Architectural Review (BAR) at the
same time; and
WHEREAS, the Town completed its first architectural survey in 1975 and in 1977
developed the first design manual for use by applicants and the BAR; and
WHEREAS, by the mid 1980's the BAR started using the Secretary of Interior's Standards
for the Rehabilitation of Historic Properties instead of the 1977 design guidelines; and
WHEREAS, new guidelines were adopted by the Town in 1994, and updated in 2000,
that were specific to the Old and Historic District in the Town; and
WHEREAS, the 2005 Town Plan identifies updating the design guidelines as a goal for
the preservation program in the Town; and
WHEREAS, in 2006 Town staff were authorized by Council to begin work on updating
the design guidelines and staff has coordinated work with the consulting firm Frazier Associates
and the BAR to complete a draft document; and
WHEREAS, the draft has been reviewed by the BAR and forwarded to the Planning
Commission; and

WHEREAS, the Planning Commission recommended approval ofthe design guidelines
on December 4,2008; and
WHEREAS, the BAR considered the Planning Commission's final edits and
recommended approval of the design guidelines on December 5, 2008.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I: A comprehensive revision to the Old and Historic District Design
Guidelines dated January 27, 2009 is hereby adopted. All articles and sections are hereby
renumbered and re-codified as shown in the aforementioned text.
SECTION II. Severability. If any portion of these design guidelines is declared
invalid by a court of competent jurisdiction, the decision shall not affect the validity of
the design guidelines as a whole or any remaining provision of the Old and Historic District
Design Guidelines.
SECTION III. This resolution shall become effective upon its passage.
