A RESOLUTION: AMEND THE FY 2009-2014 CAPITAL IMPROVEMENT PROGRAM
AND AWARD OF A CONSTRUCTION CONTRACT FOR SOUTH
APRON HANGARS PROJECT
WHEREAS, the Airport South Apron Hangars project is an approved capital project in the
FY 2009-2013 Capital Improvement Program; and
WHEREAS, in response to a public solicitation for the construction bids of the Airport
South Apron Hangars project, the Town received six bids on September 23,2008 from the
following firms:
. R. E. Daffan, Inc.
. Finley Asphalt and Sealing
. Hammerhead Construction of Virginia, Inc.
. General Excavation, Inc.
. Milestone Construction Services, Inc.
. Corinthian Contractors, Inc.

WHEREAS, the bids were evaluated by the Assistant Director of the Department of Capital
Projects Management and the Chief Purchasing Officer in accordance with the Town's Purchasing
Policy; and
WHEREAS, R.E. Daffin was determined to be the lowest responsive and responsible
bidder; and
WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and

WHEREAS, the total estimated cost of the project including engineering, construction, and
inspection is $2,608,074; and
WHEREAS, the Virginia Department of Aviation (DOA V) grants provide partial funding
for the project in the amount of $830,821; and
WHEREAS, the Town of Leesburg is required to provide $1,778,664 in funding as a match
of the DOA V grants and for construction items not eligible for state funding; and
WHEREAS, the FY 2009 Capital Improvement Program budgeted $1,600,000 in local
funding for this project; and
WHEREAS, the combination of grants and Town money provide insufficient funding to
award this contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
FY 2009-2013 Capital Improvement Program be amended to reflect increased use of bond
proceeds in the amount of$178,664 for the South Apron Hangars Capital Improvement Project
(No. 09504), and that the Town Manager is authorized to execute a contract, in a form approved by
the Town Attorney, with R. E. Daffan, Inc. in the amount of $2,283,129.50 for the construction of
this project, subject to the Board of Supervisors' vote on February 3, 2009, to maintain the aircraft
personal property tax at $O.Ollhundred of assessed value.
