PRESENT: Mayor Brad Andersen, Steve Elliott, Dan Gubler, Dennis McArthur, Public
Works Supervisor Zech Prouse, Clerk Betty McKinlay, Clerk Robyn Keyes.
ABSENT: Jane Shaw.
No Visitors.
Brad talked about the information he gathered for the public hearing on raising water the
rates. He handed out information which contained the history of our water system,
questions from last meeting, information from Ucon's usage, information on meter usage,
water rights and information from our water study. Council discussed not converting to
meters until state mandates it. Council member Dan Gubler asked if meter pits were
being installed in new homes, both Zech Prouse and Brad said they were. Council
discussed irrigation of yards and possibility of using a secondary irrigation system. Brad
discussed the breakdown of the City budget and where the money goes and why we need
to replace the old system and have money reserved for emergencies. Brad also discussed
things City can do now to upgrade current system, then evaluate and prioritize needs.
Council discussed doing as much of the work ourselves and not contracting out.
Brad discussed with council members about being more formal during City Council
Meetings and not holding side conversations that public can't hear. Brad also talked
about not discussing public hearing matters while talking with friends and neighbors and
creating separateness from friends and work.
Brad talked about being respectful of employee's time off and to try to call Public Works
Supervisor or Clerk during regular work hours.
Brad discussed the incident when money was stolen from the City office. He mentioned
the importance of keeping things locked up. Council also talked about fixing broken
windows and either cementing closed or putting in security bars over windows not in use.
Brad asked council what their opinion was on matter, it was decided to cement closed
windows not in use.
Dan talked about surveillance on park and upgrading bathrooms. Brad told council
surveillance was in place and they will take turns locking up bathrooms at night.
Dan also told council he was in the process of gathering information and bids for trash
pick up.
Meeting was closed at 6:30 p.m.
