A RESOLUTION: ENDORSING THE CENTER FOR THE ARTS IN LEES BURG
IMPLEMENTATION PLAN AS PRESENTED TO COUNCIL ON MARCH
23,2009
WHEREAS, in October 2006, the Leesburg Town Council directed the Economic
Development Commission and the Public Art Commission to conduct a performing arts facility
analysis; and
WHEREAS, a Performing Arts Task Force was created by the Economic Development
Commission and the Public Art Commission to complete that analysis; and
WHEREAS, in September 2007, the Performing Arts Task Force presented the results of
their analysis to the Town Council; and
WHEREAS, in October 2007, the Town Council accepted the Task Force's report and
directed the Town Manager to allocate $35,000 to conduct a feasibility study and develop a
business plan for a performing arts center in Leesburg; and
WHEREAS, in June 2008, ArtsMarket was contracted by the Town of Leesburg to conduct
the feasibility study and develop the business plan for a performing arts center; and
WHEREAS, a Performing Arts Center Steering Committee was formed to advise the
consultant on the feasibility study and business plan; and
WHEREAS, Arts Market presented their final report, "A Center for the Arts in Leesburg,
V A, Consultant Recommendations and Ten Year Business Plan'" to the Town Council on January
26,2009; and
WHEREAS, the Council accepted that report and directe:d the Performing Arts Steering
Committee to prepare a plan for the implementation of the report recommendations; and

WHEREAS, on March 23,2009, the Performing Arts Steering Committee presented the
Center for the Arts in Leesburg implementation plan to the Council, herewith attached and;
WHEREAS, the Work Plan of the Performing Arts Steering Committee will be
implemented by the proposed Board of the 501c3.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
attached implementation plan for the development of a Center Dor the Arts in Leesburg is hereby
endorsed.
