A RESOLUTION: INITIATING AMENDMENTS TO THE ZONING ORDINANCE, THE
SUBDIVISION AND LAND DEVELOPMENT REGULATIONS, AND
THE DESIGN AND CONSTRUCTION STANDARDS MANUAL TO
ESTABLISH APPROPRIATE CRITERIA FOR THE CREATION OF A
TRADITIONAL DESIGN OPTION FOR PROPERTY ZONED R-l.
WHEREAS, the Town Plan states the need to accommodate "growth while retaining and
enhancing the Town's character and quality of life"; and
WHEREAS, Objective I of the Community Design Element of the Town Plan identifies
the need to "improve community design of new development and redevelopment outside of the
old and historic district"; and
WHERAS, Objective 2.b of the Community Design Element of the Town Plan states that
the Town should "continue to implement zoning ordinance and subdivision and land
development regulations that reflect the broad range of community design issues"; and
WHERAS, Objective l.b of the Housing Element of the Town Plan recommends
assurances be made "that ordinance regulations permit the construction of a diversity of housing
across the Town, in terms of dwelling type, lot size, and tenure"; and
WHEREAS, the purpose of the Traditional Design Option is to achieve residential
development that advances that character of the Town and creates a sense of place.
Developments that utilize the Traditional Design Option will be compatible with the densities of
adjacent residential development; provide a mix of housing styles, types, and sizes to
accommodate households of various ages, sizes and incomes; feature a highly interconnected
street and pedestrian network that promotes accessibility and reinforces the public realm; provide
housing types that reflect a variety of architectural design; and encourage a variety of
recreational amenities and open space.

THE DESIGN AND CONSTRUCTION STANDARDS MANUAL, TO
ESTABLISH APPROPRIATE CRITERIA FOR THE CREATION OF A
TRADITIONAL DESIGN OPTION FOR PROPERTY ZONED R-l.
THEREFORE RESOLVED by the Leesburg Town Council as follows:
SECTION I. Amendments to the Zoning Ordinance, the Subdivision and Land
Development Regulations, and the Design and Construction Standards Manual are hereby
initiated and referred to the Planning Commission to establish appropriate criteria for the
creation of a Traditional Design Option for property located in the R-l district with a density not
to exceed 1.75 dwelling units per acre; and
SECTION II. The Planning Commission shall hold a public hearing to consider these
amendments to the Zoning Ordinance, the Subdivision and Land Development Regulations, and
the Design and Construction Standards Manual and report its recommendation to the Town
Council pursuant to Chapter 22, Title 15.2-2204 of the 1950 Code of Virginia, as amended.
BE IT FURTHER RESOLVED, that any locality may give, in addition to any specific
notice required by law, notice by direct mail or any other means of any planning or zoning
matter it deems appropriate. Additional notice that may be appropriate with respect to this
matter is to post notice on the subject property, post notice on the Town of Leesburg website,
provide written notice to any home owner association within .025 mile of the subject property,
and to provide notice as requested by interested parties
