A RESOLUTION: A WARDING THE BATTLEFIELD P ARKW A Y - EDWARDS FERRY
TO FT EVANS ROUGH GRADING CONSTRUCTION CONTRACT
WHEREAS, the Battlefield Parkway - Edwards Ferry to Ft Evans project is an approved
capital project in the FY 2009-2013 CIP; and
WHEREAS, the second phase of this project is for the rough grading and embankment
construction; and
WHEREAS, in response to a public solicitation for the construction bids of the Battlefield
Parkway - Edwards Ferry to Ft Evans Rough Grading project, the Town received eight bids on
May 18,2009, from the following firms:
. General Excavation, Inc.
. Anderson Company
. F .0. Day Company
. American Infrastructure
. William A. Hazel, Inc.
. Tessa Construction & Tech Co., LLC
. La Terre Construction
. Branch Highways, Inc.
$324,669.50
$419,300.00
$431,014.00
$466,837.00
$483,498.50
$644,000.00
$756,461.00
$768,875.00; and
WHEREAS, the bids were evaluated by the Assistant Director of the Department of Capital
Projects Management and the Chief Purchasing Officer in accordance with the Town's Purchasing
Policy; and
WHEREAS, General Excavation, Inc. was determined to be the lowest responsive and
responsible bidder; and

WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS, sufficient funding to award this contract is available, and no additional
funding is needed.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
General Excavation, Inc. in the amount of$ 324,669.50 for the construction of this project.
