AT THE COMMUNITY CENTER PRESENT: Mayor, Brad Andersen; Council members, Steve Elliott, Jane Shaw, Dan Gubler; Public Works Supervisor, Zech Prouse; City Clerk, Robyn Keyes ABSENT: Council member Dennis McArthur No Visitors. Dan asked if the Council wanted him to pursue getting an estimate for the location of the leaks and damage to the water tank. Brad stated that he was not only concerned with the leaking of the tank, but also the erosion under the tank and its stability. Brad said that the more information and knowledge we can gain on the tank, the better, but he wanted Dan to make sure there would not be a charge for the bid. Dan explained the process this company would use to seal the leaks in the floor of the tank and commented that this would not be an alternative to replacing the tank, but rather something to fix the immediate problem until decisions were made on replacing the tank. By fixing the leak it would allow the City to focus on some of the other issues that the City had, Steve added that we would not be losing 20,000 gallons of water per day. Brad said to go ahead and get an estimate for the repairs so the City can compare estimates and recommendations. Brad presented the returned bid for cementing the windows downstairs and repairing the front steps. Brad said Roy Hobbs was the only person that returned a bid. Roy recommended putting in styrofoam blocks with a stucco finish on the outside of the bathrooms. Dan was concerned that would not be strong enough and wanted some reinforcement in the walls. Zech agreed. Dan wanted to see some finished work Zech said he would give Dan the addresses of local work done. Brad also suggested giving Roy a deadline for finishing the project. Brad stated that there is enough money in capital improvements to take care of the windows and fixing the steps and asked Dan and Zech to oversee the project. Dan is also concerned about the finish Roy will use to fix the steps and wonders if it would last. Brad suggested that Dan try to negotiate the cost with Roy. Zech talked about his neighbor having trouble with the coating used. Brad asked Zech to order signs for the park and around the City building that says "smile, you're on camera" to try to detour vandalism. Brad said that Craig Rockwood mentioned that the City might not have approved the water rate correctly. Brad talked to Dale and he said everything was done right, he suggested the wording be as such "I make a motion to authorize our attorney to draft an ordinance to increase the water rate" (or what ever the ordinance is for). Dale told Brad that other issues would be worded as "I authorize the Mayor to secure the contract" (or what ever the nature of the business is). Brad entertained a motion to authorize funds for the windows and step repairs. Dan made a motion to authorize the approval of funds to fill in the windows on the back side of the building. Steve seconded. Brad asked if there were any further discussions, there were not. Roll call as follows: Aye: Steve Elliott Jane Shaw Dan Gubler Nay: None Motion carried. Meeting closed at 6:30
