A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO EXECUTE CHANGE
ORDER NO.1 0 AND 11 TO THE CONSTRUCTION CONTRACT FOR
THE SOUTH KING STREET TRAIL PHASE 1 PROJECT
WHEREAS, South King Street Trail Phase I is a funded capital project; and
WHEREAS, the original lowest responsible and responsive bidder was received from
Tessa Construction & Tech Company in the amount of$I,123,000; and
WHEREAS, Change Orders No. 1 through 9 are within the 25% of original contract price
and have been administratively approved; and
WHEREAS, Change Order No. 10 caused the cumulative sum of change orders to exceed
the higher of $50,000 or 25% administrative approval level and thus requires Town Council
approval; and
WHEREAS, Change Order No. 10 is related to replacement of unsuitable materials in the
area where storm drainage pipe is to be installed in accordance with the Design and Construction
Standards Manual (DCSM) and the Virginia Department of Transportation Specifications (VDOT)
; and
WHEREAS, the estimated cost for the work related to Change Order No. 10 is $60,000;
and
WHEREAS, Change Order No. 11 caused the cumulative sum of change orders to exceed
the higher of $50,000 or 25% administrative approval level and thus requires Town Council
approval; and

WHEREAS, Change Order No. 11 is related to the re-wiring of the existing signal at
Governors Drive due to the conflict with the new storm drainage; and
WHEREAS, the estimated cost for the work related to Change Order No. 11 is $47,936;
and
WHEREAS, the Department of Capital Projects Management recommends the approval of
these change orders; and
WHEREAS, the total project construction cost to date is $1,330,990.32; and
WHEREAS, these added change orders will increase the construction value of the project
to $1,438,926.32; and
WHEREAS, additional funds are available in the capital projects fund.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that
Change Orders 10 and 11 in the amount of$107,936 is hereby approved, and the Town Manager is
hereby authorized to execute this change order.
