UNUSUAL SITE CONSTRAINTS FOR THE COMFORT SUITES HOTEL SITUATED AT 80 PROSPERITY AVENUE, SE ON PROPERTY IDENTIFIED BY LOUDOUN COUNTY LAND RECORDS AS PARCEL IDENTIFICATION NUMBER 189-46-9818. WHEREAS, Comfort Suites has requested permission to install a wall-mounted sign on the existing hotel situated at 80 Prosperity Avenue, SE that will be visible from East Market Street; and WHEREAS, due to unusual site conditions, the Comfort Suites hotel building is partially blocked from view from East Market Street; and WHEREAS, Town of Leesburg Zoning Ordinance Section 15.7.2.C.2limits the height of wall-mounted signs to 25 feet or to the bottom sill of any second floor window, whichever is lowest; and WHEREAS, this unusual building site condition prohibits the ability to obtain effective signage on the Comfort Suites property facing East Market Street; and WHEREAS, it is generally understood that hotels serve travelers, many of whom will reach Leesburg via the Leesburg Bypass and East Market Street, visibility from the East Market Street is important to the function of hotels; and WHEREAS, the limited ability of the existing signs on the hotel site to identify the hotel from East Market Street justifies the addition of a third business sign in this instance; and WHEREAS, Town of Leesburg Zoning Ordinance Section 15.9.7 Unusual Site Constraints stipulates that "[W]hen unusual building site conditions prohibit the ability to obtain -2- A RESOLUTION: AUTHORIZING THE ISSUANCE OF A SIGN PERMIT PURSUANT TO ZONING ORDINANCE SECTION 15.9.7. UNUSUAL SITE CONSTRAINTS FOR THE COMFORT SUITES HOTEL SITUATED AT 80 PROSPERITY AVENUE, SE ON PROPERTY IDENTIFIED BY LOUDOUN COUNTY LAND RECORDS AS PARCEL IDENTIFICATION NUMBER 189-46-9818. effective signage, the Zoning Administrator may issue sign permits which comply with the intent ofthis article (Article 15 Signs) upon authorization by Town Council"; and WHEREAS, staff recommends Town Council authorize issuance of sign permits in pursuit of Zoning Ordinance Section 15.9.7 Unusual Site Constraints. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that: Authorization is hereby given for a wall mounted sign to be erected on the eastern-most parapet on the north fayade of the building at 80 Prosperity Avenue, SE, the following limitations regarding that sign shall apply: 1. No more than one wall-mounted sign shall be installed on the eastern-most parapet of the northern facade up to the height of the bottom of the parapet as shown on the Fairmont Sign Company drawing dated 5/15/09. 2. This authorization does not express or imply any waiver or modification of any other applicable requirements set forth in the Subdivision and Land Development Regulations, the Zoning Ordinance, or the Design and Construction Standards Manual (DCSM).
